они предлагают давать патенты только если
- изобретение имеет общественную ценность (что бы это значило?)
- патент не заблокирует ещё более ценные изобретения
- изобретение не окупится без патента
американская конституция предполагает систему патентов и копирайтов только постольку поскольку она "стимулирует полезные искусства".
эта парочка утверждает, что нынешняя система тормозит, а не стимулирует изобретательность.
консенсус что нынешняя система плоха есть.
нет консенсуса по вопросу "что делать".
