Несмотря на воинственную риторику, Москва в целом готова договариваться с Вашингтоном по ограничению ядерных вооружений, полагают эксперты.
Спецпосланник президента США Маршалл Биллингсли в своем интервью «Коммерсанту» заявил, что его страна сделала России предложение, касающееся продления действия Договора о мерах по дальнейшему сокращению и ограничению стратегических наступательных вооружений (СНВ-3). Он добавил, что декларацию о его продлении лучше подписать до февраля 2021 года, поскольку «после того, как Трамп будет переизбран, «плата за вход» будет повышена.Реакция из Москвы, последовавшая на это заявление Биллингсли, была незамедлительной и выдержанной в духе советских заявлений «достойного отпора». Замминистра иностранных дел РФ Сергей Рябков охарактеризовал слова Биллингсли как «ультимативные приемы, которые уменьшают шансы заключения какой-либо договоренности». В Госдуме высказались еще жестче. Председатель комитета по образованию и науке нижней палаты Вячеслав Никонов назвал предложение Биллингсли «зашкаливающей наглостью», написав в своем Telegram: «Пусть таким тоном говорят со своими марионетками».
Эти заявления с российской стороны были сделаны на фоне выступления президента РФ, который двумя днями ранее на церемонии награждения создателя гиперзвуковых систем «Авангард» Герберта Ефремова в очередной раз высоко оценил достижения отечественного ВПК. По мнению президента, оно сравнимо с реализацией советского «ядерного проекта».
В связи с этим возникают вопросы, чем была вызвана столь негативная реакция российской стороны на американское предложение, касающееся продления договора СНВ-3: желанием выторговать более выгодные условия этой сделки, уверенностью в своем техническом превосходстве над США, готовностью ввязаться с ними в новую гонку ядерных вооружений или чем-то еще?
Эксперты, опрошенные обозревателем «Росбалта» выразили мнение, что договор о сокращении стратегических вооружений подписывать в принципе нужно, но предложение Биллингсли в нынешних условиях, скорее всего, не пройдет.

Владимир Дворкин, генерал-майор, доктор технических наук:
«У нас сейчас главная задача — продлить Договор СНВ-3. Биллингсли сказал «Коммерсанту», что к переговорам надо привлечь китайцев, а также о том, чтобы в него вошли положения об ограничении не только стратегических, но и тактических зарядов. Все это крайне сложные и неразрешимые в ближайшее время задачи. Если Договор СНВ-3 будет продлен (не так важно на сколько, на три-пять лет или меньше), тогда найдут время хотя бы подойти к обсуждению следующего договора, если он, конечно, будет.
Американцы предлагают согласовать какую-то декларацию, которая будет условием продления СНВ-3. Вопрос в том, что это будет за декларация, пока что она рассматривается как запросная. Ее согласование может тянуться до президентских выборов в Штатах. Если Трамп их проиграет, то там будет совсем другой разговор. У демократов имеется больше опыта и больше специалистов по этому вопросу. Байден считает, что Договор СНВ-3 должен быть продлен. Декларация может содержать какие-то взаимные уступки, соглашения по ряду вопросов. Если Трамп останется на своем посту, то декларация вполне может быть достаточно легкой, с тем, чтобы затем можно было продлить договор.
Наш новый комплекс «Авангард» никаким образом не мешает таким переговорам. Он уже включен в состав стратегических вооружений, американцы его уже осматривали в рамках инспекций, которые проходили по Договору СНВ-3. Проект «Авангарда» разработан в 1980-х годах под руководством выдающегося конструктора Герберта Ефремова и был предназначен для преодоления плотных космических рубежей противоракетной обороны за счет пониженной траектории полета. Однако в обозримой перспективе такой ПРО не будет. А та, что существует и будет наращиваться, никакой угрозы для наших стратегических ракет не представляет, это доказано неоднократно.
«Авангард» — это свидетельство наших передовых технологических достижений, и Трамп лжет, когда говорит, что мы это у них украли. «Авангард», оснащенный неядерным боезарядом, может быть использован при необходимости в короткое время поразить высокоточным ударом какой-нибудь важный, сильно удаленный объект террористов. Однако в задачах взаимного ядерного сдерживания этот комплекс, как и другие новейшие типы вооружения, о которых периодически говорит президент Путин, реального вклада не имеют. Информация обо всем этом на внутреннем и международном уровне только способствует милитаризации сознания».

Павел Золотарев, руководитель научного направления исследований Института США и Канады РАН, генерал-майор в отставке:
«Я думаю, что предположение о том, что наше руководство готово ввязаться в новую гонку ядерных вооружений, не имеет оснований. Не случайно с самого верха у нас звучали заявления, что мы стремимся избежать новой гонки вооружений. Выиграть ее не смог и Советский Союз, который, несомненно, был значительно сильней, чем нынешняя Россия. А научно и технологически мы с тех пор отстали от американцев еще больше, чем отставали раньше. Поэтому вопрос так стоять не может, и я полагаю, у наших политиков хватает здравомыслия подобным образом его не ставить.
Что касается нынешних предложений американской стороны по СНВ-3, то сама идея о том, что сначала должен быть какой-то рамочный договор, разумна. Американские и российские эксперты на неофициальном уровне пришли к мнению, что сегодня это был бы самый правильный вариант.
На экспертном уровне у нас с американцами также есть понимание, что было бы вполне нормальным привлечь к этим переговорам и Китай (другое дело, что реалистичность этого сейчас вызывает вопросы), и Великобританию, и Францию, с тем, чтобы они взяли на себя официальные обязательства не наращивать эти виды оружия.
На этом же уровне есть понимание и того, что рамочное соглашение (договор о намерениях) должно было бы включать в себя и все ядерные вооружения, включая и стратегические, и тактические (малой дальности). Это было бы реально и разумно».

McMaster warns Trump plays 'into Putin's hands' with warm remarks about Russian president

President Trump should be harder on Russian President Vladimir Putin in his public statements, former National Security Adviser H.R. McMaster argued on "The Story" Tuesday.
McMaster joined host Martha MacCallum one day after Trump told rallygoers in Ohio: "I like Putin, he likes me. You know, we get along."
"I don’t understand it," McMaster said Tuesday, "and I think it does play into Putin’s hands in large measure because Putin is the best liar in the world.
"And, you know, President Trump is the third of three presidents who will eventually figure this out," McMaster added, "But it came late to other presidents as well. I mean, you might remember President George W. Bush ‘looking into Putin’s soul'; or President Obama leaning over to President [Dmitry] Medvedev – who was keeping the seat warm for President Putin to come back – saying, ‘Hey, I can work with you more after the [2012] election’; or Secretary [of State Hillary] Clinton bringing the reset button."
While critics have taken issue with Trump's warm personal rhetoric toward Putin, the White House has repeatedly touted the administration's willingness to impose sanctions on Russia.
"I wish the President would be tougher on Putin publicly," McMaster said later in the interview, "because I think what Putin will do is, he’ll push as much as he can until there are costs imposed on him that are beyond those that are factors at the beginning of his decisions."
The former national security adviser also defended Trump's use of the term "China virus" to describe the coronavirus, a phrase many have described as racist.
"Well, it is accurate to call it the ‘China virus,’" McMaster said, "and I think what’s important to know is that the best way to deal with a pandemic is to stop it before it becomes a pandemic, at its source. And thanks to the Chinese Communist Party, we couldn’t do that."And so, this is a virus that’s sort of inflicted on the world by the Chinese Communist Party’s repression of the truth," he added.

Pelosi announces bipartisan spending deal to avert government shutdown Oct. 1
WASHINGTON - House Speaker Nancy Pelosi, D-Calif., and Treasury Secretary Steven Mnuchin reached a bipartisan deal Tuesday evening to keep the government funded through early December and avoid a shutdown just before the election.
Pelosi hailed the deal in a statement in which she pointed to $8 billion in increased spending on food-assistance programs that she secured, in exchange for agreeing to renewing funding for a farm bailout program strongly supported by Republicans.
The short-term spending legislation - known as a "continuing resolution," or CR - was expected to pass the House later Tuesday.
"We have reached an agreement with Republicans on the CR to add nearly $8 billion in desperately needed nutrition assistance for hungry schoolchildren and families," Pelosi said. "Democrats secured urgently needed assistance for schoolchildren to receive meals despite the coronavirus's disruption of their usual schedules."
There was no immediate comment from Senate Majority Leader Mitch McConnell, R-Ky., who had reacted angrily Monday when Pelosi released a different version of the bill that left out the farm bailout money.
However, the legislation - which extends government funding through Dec. 11 - is expected to sail through the House with strong bipartisan support and could come to the Senate floor later this week.
Congress needs to pass a spending bill by Sept. 30 or large portions of the government would begin to shut down. The bill also must be signed by President Donald Trump ahead of the shutdown deadline.
The deal came together after a series of ups and downs, beginning with talks between Pelosi and Mnuchin unexpectedly breaking down late Friday after they'd appeared on the cusp of an agreement. Lacking a deal, Pelosi released her own bill Monday and announced a House vote for Tuesday.
But on Tuesday morning, she and Mnuchin re-opened negotiations. Pelosi set aside the partisan bill she'd released on Monday and unveiled a new one that was expected to come to the House floor under expedited voting rules Tuesday night.
Even with much attention on Capitol Hill focused on the Supreme Court vacancy created by the death of Justice Ruth Bader Ginsburg, there was little appetite on either side for brinkmanship around a government shutdown.
As part of the stopgap spending bill, Republicans have sought to replenish a $30 billion borrowing fund called the Commodity Credit Corporation, a New Deal-era program that Trump has used to reimburse farmers harmed by his trade policies and tariffs. Democratic leaders oppose the additional money, partly because they say Trump could use it for political purposes.

New polls suggests Biden and Trump in dead heat in Georgia, Iowa
Surveys also show competitive Senate races in both states with control of chamber up for grabs
New polls released six weeks before the November election in two states President Trump won in his 2016 White House victory indicate that the race is currently deadlocked between the president and Democratic presidential nominee Joe Biden.
The former vice president and Trump are tied at 47% among likely voters in Iowa according to a Des Moines Register/Mediacom poll released on Tuesday. Four percent of those questioned in the public opinion survey said they would vote for someone else, with three percent were unsure.
An average of all of the most recent public opinion polls in Iowa compiled by Real Clear Politics indicates the president with a slight 1.4 percentage point edge over Biden. President Barack Obama carried Iowa in the 2008 and 2012 elections, but Trump flipped it from blue to red four years ago, topping 2016 Democratic presidential nominee Hillary Clinton by 9 points.
The survey shows a vast gender divide, with the president leading by 21 points among men and Biden ahead by 20 points among women.
“I don’t know that there’s any race in the history of presidential polling in Iowa that shows this kind of division,” said Ann Selzer, president of Selzer & Co., which conducted the poll.
The poll – which was conducted between Sept. 14 and 17, prior to the death of Supreme Court Justice Ruth Bader Ginsburg – also indicated Republican Sen. Joni Ernst trailing Democratic challenger Theresa Greenfield by a narrow 3-point margin, 45%-42%. Greenfield’s edge is within the survey’s margin of error of plus or minus 3.5 percentage points.
Biden and Trump are also deadlocked at 47% among likely voters in Georgia, according to a new Atlanta Journal Constitution poll conducted by the University of Georgia’s School of Public and International Affairs. Four percent of those questioned were undecided and 1 percent were backing Libertarian nominee Jo Jorgensen. The poll was conducted Sept. 11-20, mostly before Ginsburg’s death on Friday.
Georgia – a red state for a couple of decades – tightened in the 2016 election, when Trump captured the state’s 16 electoral votes by just five points. An average of the last public opinion surveys in Georgia compiled by Real Clear Politics indicates the president with a 1.3-point edge over Biden
The poll suggests that Georgia’s twin Senate races are also competitive.
Republican Sen. David Purdue edged Democratic challenger Jon Ossoff 47%-45%, within the survey’s margin of error of plus or minus 4.3 percentage points.
In the special election for the seat currently held by appointed GOP Sen. Kelly Loeffler, the incumbent’s at 24%, with fierce Republican rival Rep. Doug Collins and Democrat Raphael Warnock each at 20%. Democrat Matt Lieberman – the son of former Sen. Joe Lieberman of Connecticut – stands at 11% support, with Democrat Ed Tarver at 5%. Both are facing calls to drop out of the race and back Warnock, following Ginsburg’s passing.
Four years ago, public opinion polls in the key battlegrounds of Michigan, Pennsylvania and Wisconsin indicated Clinton with the single-digit edge on the eve of the election. But Trump edged his Democratic rival in all three states, helping him march to a large electoral college victory over Clinton and winning him the White House.
The release of the new polls in the presidential race comes a day after the Biden campaign announced that they were going up with a new ad blitz in Georgia and Iowa as they try to expand the general election battleground state map.
The launching of ads in Georgia and Iowa brings to a dozen the number of states where the campaign is pouring in resources to create a “broad and diverse map that paves multiple paths for Joe Biden to reach 270 electoral votes.”

Joe Biden's polling lead is considerably stronger than Hillary Clinton's was 6 weeks before election
Any mention of the word "polls" when discussing the 2020 election will evoke the predictable, and semi-rational response of "The polls are meaningless! They were way off in 2016! We can't trust the polls!"
Yes, and no. Briefly, here are several reasons why poll analysis is still useful for 2020:
- National polling in 2016 was actually pretty good. Hillary Clinton's final national lead in the RealClearPolitics average was +3.2%. She won by the national popular vote by 2.1%.
- Some of the state polls were egregiously off (Clinton's final lead in Wisconsin on RealClearPolitics was +6.5% and Trump won it by 0.7%), but there are reasons to believe the state polls should be more accurate (but not completely accurate! Polls are never completely accurate!) this year. Many states — specifically northern Rust Belt states thought to comprise the Democrats' "blue wall" — were relatively under-sampled in 2016 as more attention was paid to the traditional swing states of Florida, Ohio, Iowa and Nevada.
- Another reason polling averages should be more reliable this time around is because many pollsters — but not all — have started weighting their samples by education after state polls in 2016 sampled a higher percentage of college graduates than the actual percentage of college graduates in the electorate. As the New York Times' Nate Cohn writes, "Voters with a college degree are far likelier to respond to telephone surveys than voters without one, and in 2016 the latter group was far likelier to support Mr. Trump. Over all, weighting by education shifted the typical national poll by around four percentage points toward Mr. Trump, helping explain why the national polls fared better than state polls."
- Here's another bullet point about education weights that highlights why this topic is important: In 2016, Monmouth University's final poll of Pennsylvania showed Clinton leading by 5%, but had the poll been weighted by education, it would have shown Trump leading by 1%. On election day, he won the state by 0.7%. Monmouth is now weighting all of their 2020 polls by education.

Romney OKs voting on court nominee, all but assures approval
Utah Republican Sen. Mitt Romney said Tuesday he supports voting to fill the late Justice Ruth Bader Ginsburg’s seat on the Supreme Court, all but ensuring President Donald Trump has the backing needed to push the nomination over Democratic objections that it’s too close to the November election.
“If the nominee reaches the Senate floor, I intend to vote based upon their qualifications,” Romney said.
Sen. Mitt Romney said on Tuesday that he supports the Senate in moving forward with a Supreme Court nominee from President Trump ahead of the presidential election, further tipping the nomination math in favor of Republicans who want to replace the late Justice Ruth Bader Ginsburg with a conservative.
“My decision regarding a Supreme Court nomination is not the result of a subjective test of ‘fairness’ which, like beauty, is in the eye of the beholder," Romney, R-Utah, said in a statement. "It is based on the immutable fairness of following the law, which in this case is the Constitution and precedent. The historical precedent of election year nominations is that the Senate generally does not confirm an opposing party’s nominee but does confirm a nominee of its own."
The senator, who voted to remove Trump from office earlier this year, continued: “The Constitution gives the President the power to nominate and the Senate the authority to provide advice and consent on Supreme Court nominees. Accordingly, I intend to follow the Constitution and precedent in considering the President’s nominee. If the nominee reaches the Senate floor, I intend to vote based upon their qualifications.”

Regional: Ca Ballot Measure To Lift Ban On Affirmative Action Widely Opposed By Surveyed Voters
Sensing the timing was right amid a wave of activism over racial injustice, three-quarters of state legislators voted this spring to ask voters in November to repeal the state's 24-year-old ban on considering race, gender or ethnicity in admission and hiring decisions at California's colleges, universities and other public entities.
But according to a poll released Tuesday night, fewer than a third of likely voters say they favor that idea.
A survey by the Public Policy Institute of California of 1,168 likely voters found that 31 percent of voters said they would vote for Proposition 16, as the repeal will appear on the Nov. 3 ballot, while 47 percent said they oppose the measure and 22 percent have not decided.
"I'm surprised by the lack of support, particularly among Democrats and other groups you'd expect," said Mark Baldassare, president and CEO of PPIC, a nonpartisan research and survey organization. "Our recent surveys have shown there is a great concern in California about the state of race relations and a desire to do something about it, but supporters at this point have not connected the dots with voters."
Prop. 16 is one of two measures directly affecting education on the ballot. The other, Proposition 15, would change the rules for assessing commercial properties, raising billions of additional dollars for K-12 schools and community colleges annually, along with revenue for county and local governments. It continues to have a bare majority support: 51 percent of likely voters said they'd vote yes, 40 percent oppose it and 9 percent are undecided. That's down slightly from the PPIC survey in April, when 53 percent backed it.
The initiative, placed on the ballot by Schools and Communities First, a coalition of community groups and public employee unions, would create the first change in Proposition 13, the 1978 initiative that restricts increases in property taxes. And that prospect has stirred opposition from real estate interests, business organizations and anti-tax groups, like the Howard Jarvis Taxpayers Association, which claims the initiative would be a foot in the door to undo Prop. 13's protections for homeowners.
Supporters dismiss this as a scare tactic. Prop. 15's "split-roll tax" would exempt all residential properties and most small commercial properties. Requiring larger commercial and industrial properties to be reassessed at market value at least every three years would, by independent estimates, raise between $6.5 billion and $12 billion in revenue. Schools and community colleges would receive 40 percent of that money. Because of the time it would take to do the reassessments, revenue would be phased in over several years, starting in 2022-23.
Democrats strongly back Prop. 15, while Republicans mostly oppose it, according to the survey, and more voters back than oppose it in every region in the state except for San Diego and Orange counties. Younger voters - those under 45 - and renters are more likely to support it.
Both sides have vowed an all-out campaign in the final weeks before the election. Opponents, including the California Business Roundtable, had vowed to raise as much as $50 million. But as of Aug. 24, the last state filing deadline, the supporters - led by the California Teachers Association, the Service Employees International Union and Chan Zuckerberg Advocacy - have donated $30 million, compared with $11 million by the opponents. Chan Zuckerberg was founded by Facebook founder Mark Zuckerberg and his wife Priscilla Chan.
Prop. 16 would undo Proposition 209, the constitutional amendment passed in 1996 with 55 percent of the vote. Prop. 209 prohibits preferential treatment on the basis of race, sex, color, ethnicity or national origin in public employment, public education and public contracting.
Democratic legislators favoring its repeal said that Prop. 209 had tied the hands of universities seeking to enroll a more diverse student body. Sen. Holly Mitchell, D-Los Angeles, a sponsor of the legislation putting Prop. 16 on the ballot, said passage would lead to "a more diverse atmosphere that enhances learning and encourages mutual understanding."
The University of California trustees and the board of governors of the state's community colleges have endorsed the repeal. "California is one of just eight states that do not allow race or gender to be considered in decisions on hiring or accepting students into the state's public colleges and universities," said Board of Governors President Tom Epstein after the vote in July. "Proposition 16 and our regulatory action enshrining diversity, equity and inclusion principles will help our system correct historical injustices."
The CSU Board of Trustees will consider a resolution supporting Prop. 16 at its meeting next week.
After voting against placing measure on the ballot, Sen. Ling Ling Chang, R-Diamond Bar, said passage of Prop. 16 itself would be discriminatory. "I have experienced racial discrimination, so I know what that's like," she said in a statement. "But the answer to racial discrimination is not more discrimination, which is what this bill proposes. The answer is to strengthen our institutions by improving our education system so all students have access to a quality education, and give opportunities to those who are economically disadvantaged."
The PPIC survey found that Prop. 16 was behind in every region in the state, although it was nearly even in the Bay Area, 40 percent for, 41 percent against and 19 percent undecided. Twice as many white voters oppose as favor the measure, and Latinos were evenly divided at 41 percent for and against, with 18 percent undecided. The survey did not break out responses for Black and Asian American voters because of the small numbers surveyed.
Most voters under 45, most of whom were too young to vote in 1996, oppose Prop. 16: 36 percent support it, 48 percent oppose it, with 16 percent undecided. Even fewer older voters favor Prop. 16: 29 percent.
Baldassare said it would take a "concerted effort" by the yes side to pass the measure. He said when in doubt, voters tend to vote no, and it's unclear whether voters, many of whom may not remember Prop. 209, are confused, opposed or uncertain what Prop. 16 would do. And it's rare for voters to undo what others before them have passed, he said.
At this point, there is no organized campaign for or against Prop. 16, and little time. With voters worried whether the post office will deliver their votes on time, people will likely put them in the mail sooner than in past years. The next few weeks will be critical for all campaigns to get their messages out, he said.

Florida high school bans football team's police flag after critics deem it "openly racist"

A thin blue line flag has been banned by a local high school in Neptune Beach, Florida following a series of complaints that circulated on social media, according to a report by News4Jax.
According to the outlet, the Fletcher High School football team started carrying the pro-law enforcement flag last year, as a way for one of its players, Caelan Lavender, to honor his late father, Cpl. Andy Lavender. Mr. Lavender was a Jacksonville Beach police officer who unexpectedly passed away in August 2019 after 29 years in law enforcement, and was active in sports programs.
“He was one of a kind,” his wife, Lorie Lavender, told News4Jax. “And he is very much missed and loved.”
The team's use of the symbol received swift backlash online, with some calling the move "openly racist."
Debate over the flag's meaning has come into question amid widespread protests against police brutality sparked by the death of George Floyd back in May. The flag is known as a pro-law enforcement symbol.As a result of the backlash, Fletcher High School's principal, Dean Ledford, reportedly issued a statement announcing the flag would be banned.
"The flag, which is known as the Thin Blue Line flag, has different meaning for different people, and rather than representing the young man’s personal feelings, it was being interpreted as a political statement of the team and of the school," Ledford said. "In consultation with the coaches, I determined that the act of using this flag in this personal way, while in the context of the football game opening ceremony, could easily be construed as representing a political position of our school and not just the personal feelings of the student and his teammates. Therefore, I have determined that it is no longer appropriate to continue."
Ledford noted that he is "in conversation with the student and his teammates about ways they can appropriately express their personal views."
"As the principal of Fletcher, I greatly appreciate our School Police, Jacksonville Beach Police, Atlantic Beach Police, Neptune Beach Police and the Jacksonville Sheriff’s Office for their work in protecting our school and our community," Ledford added. "As a public school, we must take great care in maintaining an objective position on various political issues. Our action in guiding the student and his teammates to an appropriate way of expressing their personal views should only be interpreted as an action to maintain the school’s role as a venue for constructive dialogue, and not a proponent of any particular point of view.”
Mrs. Lavender expressed her disappointment in the school's decision, telling News4Jax that the display of the flag is neither political nor racist in her family’s eyes.
“We’re dealing with it as it comes,” she added. “Will still pay our respects to Andy.”
Lavender said that she just wants her son to follow his heart in honor of his father.
Steve Zona, President of Jacksonville's Fraternal Order of Police Lodge 5-30 and a coworker of Lavender, has pushed back against the school's decision, arguing in a Facebook post on Tuesday that the move was never politically motivated.
"Don’t let people make this political or about “these trying times.” It’s about Andy and his son. Period," Zona wrote. "It was never political until an evil person made it so."
Zona is encouraging his community to purchase tickets for the team's football games and to carry a sign that reads "I know Andy" to show support for the family.
Both Fletcher High School and Mr. Zona did not immediately return FOX News' requests for comment.

Facebook: Fake pages from China tried to disrupt US politics
Facebook says it has removed a small network of fake accounts and pages that originated in China and focused on disrupting political activity in the U.S. and several other countries.
The U.S.-focused activity was just a “sliver” of the accounts' overall activity and gained almost no following, Facebook said. Their primary focus was Southeast Asia, including the Philippines.
In the U.S, the accounts posted material both in support of and against presidential candidates Pete Buttigieg, Joe Biden and President Donald Trump.
Facebook did not link the network directly to the Chinese government. It said the people behind the network tried to conceal their identity and location via virtual private networks and other methods.
Concerns about foreign efforts to interfere in the election were underscored by a warning Tuesday from the FBI and Department of Homeland Security's cybersecurity agency that foreign actors and cybercriminals were likely to try to spread disinformation regarding the results of the election, including by creating fake websites or social media content aimed at discrediting the process. The agencies noted that even if a foreign actor managed to tamper with an election-related website, the underlying data would remain uncompromised.

Посол США: судьбой Пола Уилана интересуются на высоком уровне
Правительство США на самом высоком уровне интересуется дальнейшей судьбой американца Пола Уилана, который осуждён в России на 16 лет по делу о шпионаже и отбывает срок в мордовской колонии. Об этом во время онлайн-брифинга для прессы сообщил посол Соединённых Штатов в Москве Джон Салливан.
Салливан накануне посетил Уилана в колонии. Посол рассказал, что у американца нет претензий к содержанию. Дипломат отметил высокий профессионализм сотрудников колонии. По словам Салливана, руководство прилагает все усилия для адаптации заключённого, для которого русский язык не является родным.
Однако США возмущены тем, как с Уиланом обращались ходе суда, подчеркнул Салливан. Дипломат назвал приговор несправедливым.

Ex-NSA official who reviewed Bolton book expresses concern about ‘politicization’ of pre-publication process
A lawyer for Ellen Knight, the former National Security Council official who conducted a pre-publication review of former national security adviser John Bolton’s book, "The Room Where It Happened," filed a letter with the court regarding the Justice Department’s litigation over whether Bolton broke the law by including classified information without approval.
Attorney Kenneth Wainstein described the months Knight spent on “the most intensive prepublication review process in recent memory at the NSC,” and how she had never seen such involvement from political appointees before.
"[A]s a career professional in the field of classified information management, Ms. Knight is very concerned about the politicization -- or even the perceived politicization -- of the prepublication review process," the letter said.
“This review entailed an unprecedented amount of interaction between the political appointees in the NSC Legal staff and the career prepublication review staff,” Wainstein wrote, adding that Knight was “often daily” in contact with the legal team.
Wainstein detailed how after Knight recommended the manuscript for clearance, the legal team delayed in taking action, telling her only that the process was slowed as they addressed issues related to the coronavirus pandemic.
Despite Knight telling Bolton that the process was still “ongoing,” he and his publisher were preparing for their intended June release, which led NSC officials to reveal to Knight that they believed there was still classified information in the manuscript based on a review conducted without Knight’s knowledge by NSC Senior Director for Intelligence Programs Michael Ellis. Wainstein claimed that Ellis did not even have the appropriate training for such a task at the time, and that Knight believes that Ellis’ conclusions were based on him performing the wrong kind of review.
The letter explains that Ellis conducted a “classification review” as if he was looking at a government record, instead of doing a “prepublication review” of a private citizen’s work, which is protected by the First Amendment. According to Knight, she spent time checking to see whether sensitive information had already been made public, which Ellis did not appear to have done.
Wainstein also states that Knight was “regularly instructed” to use the phone instead of email to communicate with NSC legal staff about her interactions with Bolton and Bolton’s attorney Charles Cooper. She was told that there was concern that others could read the manuscript through the internal records system and leak information.
“These interactions with NSC Legal in the course of a prepublication review were unprecedented in her experience,” Wainstein said. “She had never previously been asked to take the above-described measures, and she has never heard that predecessors in her position ever received such instructions in the course of their prepublication reviews.”
Wainstein said he was compelled to file the letter to present Knight’s side of the story as the Justice Department claims in their current litigation that Bolton’s book was published despite government claims that it included classified information. Bolton asserted that he was told the book was good for release—Knight also challenged this claim, noting that she told him the process was not complete.
The letter goes on to say that in June, Knight was called in to meet with the deputy White House counsel, who challenged her decisions to clear various passages in the book. After she explained herself, she was asked if her conclusions and Ellis’s could have been the result of a difference of opinion, and she said no.
At that point, the letter says, Knight was asked to sign a declaration that said it was ultimately a matter of experts disagreeing, that her team’s work may have been inferior, and that the manuscript was unfit for publication. When attorneys would not tell her how the declaration would be used in their litigation, and would not let her see a declaration signed by Ellis, she refused to sign.
According to the letter, Knight asked the attorneys why political appointees were getting involved in the process and why they were taking the litigation route instead of just addressing concerns Knight’s team had with Bolton. According to Wainstein, the lawyers “had no answer for her challenges,” and that when Knight asked if it had to do with President Trump, some agreed.
“[W]hen Ms. Knight speculated that this litigation was happening ‘because the most powerful man in the world said that it needed to happen,’ several registered their agreement with that diagnosis of the situation,” Wainstein wrote.
The White House did not immediately respond to Fox News' requests for comment.

Republican inquiry finds no evidence of wrongdoing by Biden
An election-year investigation by Senate Republicans into corruption allegations against Joe Biden, the Democratic presidential nominee, and his son, Hunter, involving Ukraine found no evidence of improper influence or wrongdoing by the former vice president, bringing to a close a highly politicized inquiry its leaders had hoped would tarnish President Donald Trump’s rival.
The report asserted that Hunter Biden traded off his father’s name to close lucrative business deals around the world, and that his work for Burisma Holdings, a corrupt Ukrainian energy company, while the former vice president was directing U.S. policy toward Kyiv gave the appearance of a conflict of interest and alarmed some in the State Department. But the 87-page document released Wednesday by the Senate Homeland Security Committee contained no evidence that the former vice president improperly manipulated U.S. policy toward Ukraine or committed any other misdeed.
The panel’s Republican chairman, Sen. Ron Johnson of Wisconsin, had made little secret of his political ambitions for his report, boasting for weeks that his findings would demonstrate Biden’s “unfitness for office.” Instead, the result delivered Wednesday appeared to be little more than a rehashing of unproven allegations against Biden six weeks before Election Day, allegations that echo a Russian disinformation campaign and have been pushed by Trump and his allies.
In the days before its release, Johnson conceded in an interview that there would be no “massive smoking guns,” saying that there was “a misconception on the part of the public that there would be.”
Its conclusions were largely the ones that Johnson and his investigative partner, Sen. Chuck Grassley, R-Iowa, had before they began their work with some new details from State Department and financial records. It concluded that Hunter Biden’s position “hindered the efforts of dedicated career-service individuals who were fighting for anti-corruption measures in Ukraine.” It did not clarify the nature of that hindrance beyond saying that the situation was “awkward” for career State Department officials, who “were required to maintain situational awareness of Hunter Biden’s association with Burisma.”
It was also filled with details that emphasized the unseemly appearance created by the younger Biden’s involvement with Burisma, given who his father was. Section Eight of the report was entitled “HUNTER BIDEN: A SECRET SERVICE PROTECTEE WHILE ON BURISMA’S BOARD.”
“What the chairmen discovered during the course of this investigation is that the Obama administration knew that Hunter Biden’s position on Burisma’s board was problematic and did interfere in the efficient execution of policy with respect to Ukraine,” the report said.
In a statement Wednesday, Andrew Bates, a spokesman for Biden’s campaign, accused Johnson of subsidizing “a foreign attack against the sovereignty of our elections with taxpayer dollars” by promulgating “a long-disproven, hard-core right wing conspiracy theory” about the former vice president.
He also chastised the chairman of the Senate’s leading government watchdog for consuming committee resources when his panel should have been conducting oversight “of the catastrophically botched federal response to the pandemic.”
Republican investigators found no evidence that Biden acted inappropriately, including when he joined other nations in pushing for the ouster of Ukraine’s top prosecutor who was investigating Burisma. Trump’s pursuit of that debunked charge is what prompted his impeachment last year, after he pressured Ukraine’s leader to look into it himself.
Even before the report’s release, Johnson found himself fending off charges that he had abused his Senate powers to aid Trump’s reelection campaign and in so doing, inadvertently boosted a Russian disinformation campaign that U.S. intelligence officials have said is designed to denigrate Biden.
Biden and Democrats have conceded that the optics of Hunter Biden’s position were bad, but the former vice president has repeatedly denied any wrongdoing and pointed to Johnson’s own support of U.S. policy toward Ukraine to make his point.
The report’s top finding — that Hunter Biden’s presence on the Burisma board posed a challenge for U.S. diplomats — rested heavily on the testimony of George Kent, a State Department official involved in Ukraine policy. Kent raised concerns, including with Biden’s staff, that the situation made it “very awkward for all U.S. officials pushing an anticorruption agenda in Ukraine.”
But Kent’s statements are not new. He had a prominent role in the House’s impeachment inquiry last fall, where he detailed his concerns about Hunter Biden, but said that he “did not witness any efforts by any U.S. official to shield Burisma from scrutiny.”
“So there was no time, as I’ve testified, that the U.S. government, the U.S. embassy ever made a decision” about the corrupt owner of Burisma or the firm itself “where we took the presence of a private citizen on the board into account.”
Neither Biden's campaign nor Johnson would say whether he had sought information directly from the former vice president, and an attorney for Hunter Biden did not respond to a request for comment. Johnson’s investigators conducted eight witness interviews, including some as recently as last week as the report was finalized.
In an interview last week before the report’s release, Johnson said that he was simply conducting the type of oversight with which his committee was tasked and suggested that the investigation had been thrust upon him because Biden had opted to challenge Trump. The senator said that he “never thought Joe Biden should run for president” and hinted that the former vice president had cognitive problems, a baseless attack frequently hurled by Trump.
Senate Democrats have sought to shut down the inquiry, noting that it is based on allegations that Russia has fanned about Biden and Ukraine.
Sen. Chuck Schumer, D-N.Y., the minority leader, tried unsuccessfully last week to force through a resolution quashing the investigation. He noted that the United States had just imposed sanctions for election meddling on a Ukrainian lawmaker with ties to Russian intelligence, Andriy Derkach, who was peddling edited tapes purporting to show corrupt acts by Biden in Ukraine. The tapes were part of a “a covert influence campaign,” the Treasury Department said this month, bent on “spurring corruption investigations in both Ukraine and the United States designed to culminate prior to Election Day” — like the one Johnson conducted.
“The fact that a powerful Senate Committee may have fallen victim to misinformation from Moscow,” Schumer said, “is appalling.”
Derkach claimed that he had provided information to Johnson and Grassley, although the senators said they never sought or received anything from him. (They have worked with Andrii Telizhenko, another Ukrainian, despite law enforcement officials sharing concerns with the committee that he too could be spreading Russian misinformation.)
Johnson forcefully denied that his report was based on any disinformation. But he also dismissed the contention that a claim should be off-limits because bad actors are amplifying it.
“If there is somebody in Ukraine and somebody in Russia also publicizing the fact that Joe Biden and Hunter Biden created this massive conflict of interest,” Johnson said, “is that something we are just supposed to take a hands-off attitude toward?”
Democrats were not the only ones taking issue. Last week, Sen. Mitt Romney of Utah, the 2012 Republican presidential nominee, criticized Johnson for pursuing what he called a “political exercise.”
“It’s not the legitimate role of government for Congress or for taxpayer expense to be used in an effort to damage political opponents,” Romney said.

Q poll has Biden ahead of Trump by 10 points
The Quinnipiac University Polling Institute on Wednesday released a new national poll of likely voters that shows Democrat Joe Biden, the former vice president, retains a 10-point lead over President Donald Trump.
The 50-percent to 40-percent margin is similar to the Quinnipiac Poll’s Sept. 2 survey, in which Biden had a 52-42 percent lead over Trump’s re-election bid. In the new survey, 94 percent of likely voters who named a candidate for whom they will vote, said their minds are made up, while only five percent said they might change their minds.
“Voters think Biden is smarter, more honest, more level headed, and cares more about Americans than the president,” said Quinnipiac Polling Analyst Tim Malloy. “And that, in part, translates into a 10-point lead.”
Among registered party members, Biden has the support of 96 percent of Democrats. Among unaffiliated voters, Biden has a 49-41 percent lead over Trump. Ninety one percent of Republicans support the president.
But Trump’s unfavorable rating is 55 percent overall, and 57 percent among women. Biden holds a 49-35 percent edge over Trump on honesty, a 58-45 margin on caring about average Americans, and a 56-36 percent majority on handling the issue of racial inequality.
By a margin of 14 percentage points, 56-42, the votes disapprove of the way Trump has handled the coronavirus pandemic, including 60 percent of women surveyed.
The poll also finds that the electorate seems resigned to a long Election Night, with only 30 percent believing that the nation will know the winner within hours. Sixty three percent predict they won’t find out the winner that first night.
“Don't hold your breath on Election Night,” Malloy said in a statement. “Nearly two-thirds of likely voters don't anticipate going to bed on November 3rd with the election settled.”
Two thirds of voters say they are “very” or “somewhat" worried of foreign interference in the presidential election, compared to 33 percent who told the poll they are "not so concerned" or "not concerned at all."
The poll found 47 percent plan to vote in person at the polls, with 34 percent saying they will vote by mail-in or absentee ballots. Of those who said they would vote in-person, 57 percent said they support Trump, and 35 support Biden.
Among voters who plan mail-in/absentee voting, 68 percent said they would vote for Biden, and 26 percent are Trump supporters. And those who participate in early voting states, 65 percent will vote for Biden and 34 percent for the president.
The survey did not include details on what states were polled.

The president tops Biden 51%-47% among likely voters in Florida and Trump holds a 1-point 49%-48% edge over the former vice president among likely voters in Arizona, according to ABC News/Washington Post public opinion surveys released on Wednesday. The president’s margins in both polls are within the sampling error of plus or minus 4.5 percentage points, meaning the races are practically tied between the two candidates.
The president’s ahead of his Democratic challenger 48%-46% among likely voters in Georgia, according to a high voter turnout model in a Monmouth University survey that was also released on Wednesday. Trump’s 2-point edge is within the poll’s plus or minus 4.9% margin of error.
With 29 electoral votes at stake, Florida’s the largest of the traditional swing states.
Trump narrowly edged out 2016 Democratic nominee Hillary Clinton to carry the state four years ago. President Obama also won the state by razor-thin margins in 2008 and 2012.
An average of all the most recent polls in Florida compiled by Real Clear Politics indicates Biden with a 1.5 point edge over the president.
The ABC News/Washington Post highlights that “a challenge for Biden is his tepid 13-point lead among Hispanics in the state (using registered voters for an adequate sample size); Hillary Clinton won Florida Hispanics by 27 percentage points in 2016.”
The ABC News/Washington Post poll in Arizona indicates that Biden tops Trump among Hispanic registered voters by a nearly two-to-one margin, leans among independent voters and college graduates. But the survey points out that “Trump makes it back by way of an advantage in party loyalty; among Arizona likely voters, Republicans outnumber Democrats by 7 points.”
Arizona has long backed Republicans in presidential elections. President Bill Clinton in 1996 was the only Democratic candidate to win the state since 1952. But Trump carried the state by just 3 points four years ago.
An average of all the most recent polls in Arizona comiled by Real Clear Politics indicates Biden with a 4.4 point edge over the president.
In Georgia, the Monmouth poll shows a Trump's advantage jumps to 5 points over Biden according to a low voter turnout projecion.
The survey points generational shifts, noting that “Trump has gained an advantage among voters age 65 and older – leading Biden by 61% to 36% now, versus trailing slightly by 48% to 52% in July. Biden is stronger, though, among voters age 50 to 64, leading Trump by 54% to 43% versus trailing slightly by 46% to 48% in July.”
Georgia – a red state for a couple of decades – tightened in the 2016 election, when Trump captured the state’s 16 electoral votes by just five points. An average of the latest public opinion surveys in Georgia compiled by Real Clear Politics indicates the president with a 1.2-point edge over Biden.

Trump briefly addressed the Breonna Taylor case Wednesday after a grand jury indicted one of the involved officers, but not on criminal charges related to her death.
During a White House press briefing, Trump praised Kentucky Attorney General Daniel Cameron for his handling of the case.
"I thought it was really brilliant," the president said before adding that Cameron is "doing a fantastic job. I think he's a star."
Trump did not elaborate specifically on the grand jury's decision to charge only one of the three officers who fired their weapons into Taylor's home during a raid on the night of March 13. Instead, he read a portion of Cameron's earlier statement explaining the lack of charges.
The president ignored a reporter's question on his message to people upset over Breonna Taylor's killing. The president left the White House briefing early, saying that he had to "leave for an emergency call."
The only charges brought by the grand jury were three counts of wanton endangerment against fired Louisville police officer Brett Hankison for shooting into Taylor’s neighbors’ homes.
Cameron, who is the state's first Black attorney general, said the other two officers acted in self-defense that night after Taylor's boyfriend fired at them first.
“According to Kentucky law, the use of force by (Officers Jonathan) Mattingly and (Myles) Cosgrove was justified to protect themselves,” he said. “This justification bars us from pursuing criminal charges in Miss Breonna Taylor’s death.”
An FBI crime lab found that the bullet that killed Taylor was fired by Cosgrove.
Taylor, an emergency medical worker, was shot multiple times by white officers who entered her home on a no-knock warrant during a narcotics investigation — although state Attorney General Daniel Cameron said the investigation showed the officers did announce themselves before entering. The warrant used to search her home was connected to a suspect who did not live there, and no drugs were found inside.

Omar, other Dems denounce Breonna Taylor grand jury decision: 'Property is more valuable than Black life'
Democrats are denouncing the charges levied in the case of Breonna Taylor’s death as an “injustice,” after one of the three officers involved was charged with wanton endangerment
Officer Brett Hankison, whom the department fired in June, was indicted on three counts of wanton endangerment in the first degree, a Jefferson County grand jury decided Wednesday. Neither the grand jury nor the presiding judge elaborated on the charges.
A warrant has been issued for Hankison's arrest and a bond is set at $15,000 cash.
No charges were announced against the two other officers involved in the raid – Myles Cosgrove and Sgt. Jonathan Mattingly, who was shot in the leg and underwent surgery after the police operation that resulted in Taylor's death. They were put on administrative leave after the shooting.
In announcing the charge, Kentucky Attorney General Daniel Cameron urged residents not to let outsiders influence their opinion on the charges. "There will be celebrities and influencers who, having never lived in Kentucky, will try to tell us how to feel… let's not give in to their attempts to influence our thinking."
A number of Democratic lawmakers lashed out at the court's ruling.
“Police murdered Breonna Taylor while she was asleep in her own home. Today, our justice system decided that these officers will not be held accountable. This is a grave and shameful injustice,” Sen. Ed Markey, D-Mass, wrote on Twitter. “Black lives will not matter until we hold police accountable for Black deaths, invest more in our communities than in criminalization, and dismantle the structures of racial oppression in our country and ensure all people are truly equal in the eyes of the law.”

Protests erupt in Louisville after Breonna Taylor grand jury decision
After a Kentucky grand jury opted to indict only one of the three Louisville police officers in the raid that led to Breonna Taylor's death earlier this year, the city braced for protests.
Former Sgt. Brett Hankison was charged with three counts of wanton endangerment for firing rounds during the raid that went into neighboring apartments, but not in the death of Taylor.
The attorney for Taylor's family, Ben Crump, tweeted that the decision was "outrageous and offensive."
Taylor, a 26-year-old Black emergency medical worker, was shot five times by officers who entered her home using a no-knock warrant during a drug investigation March 13. The warrant was connected with someone who did not live there, and no drugs were found during the search. The use of no-knock warrants is now banned in the city.
Louisville Mayor Greg Fischer declared a state of emergency and announced a 72-hour curfew starting at 9 p.m.

While acknowledging that the decision did not “answer that call” for justice, the former vice president condemned all forms of violence in a statement issued on Wednesday night.
“I know people are frustrated and they have a right to peacefully protest, but violence is never acceptable,” Biden said. “And we can express pain, grief, anger, and disappointment at the way things are, but remain focused on rebuilding trust in our communities and delivering change that can be.”

Trump earlier praised Kentucky’s Democratic Gov. Andy Beshear for calling in the National Guard as the state braced for unrest following the grand jury decision in the Breonna Taylor case.
“I will be speaking to the governor, we have a call scheduled,” Trump said. “I understand he's called up the National Guard. That's a good thing. It’ll all work out.”
Trump had said earlier that he didn't know enough about the case to comment, but said later that he'd since been briefed.
When asked earlier what his message was to the Black community who felt "justice had not been served," he pivoted to his record.
"Well, my message is that I love the Black community. And I've done more for the Black community than any other president. And I say, with the possible exception of Abraham Lincoln," he said.

Правительство США хочет задержать обнародование более чем тысячи страниц документов, связанных с предполагаемым отравлением российского оппозиционного политика Владимира Кара-Мурзы. Борьба за предоставление ему этих документов продолжается уже несколько лет: в нее оказались вовлечены высокопоставленные чиновники Белого дома, американской разведки и Конгресса.
Сотни страниц других документов ФБР и Министерства юстиции США, которые были эксклюзивно получены Радио Свобода, проливают свет на то, как в США велось расследование двух инцидентов, которые, как убежден сам Кара-Мурза, были преднамеренными попытками российских спецслужб отравить его.
Эти материалы, в частности, подтверждают, что ФБР занималось поиском свидетельств того, что Кара-Мурза действительно был отравлен. Для этого была привлечена крупнейшая в США лаборатория, специализирующаяся на оружии массового поражения. Кроме того, документы указывают, что к расследованию мог иметь непосредственное отношение директор ФБР Кристофер Рэй.
В то же время в имеющихся в распоряжении Радио Свобода документах нет твердых доказательств отравления Кара-Мурзы. Политик предполагает, что они могут содержаться в тех документах, передачу которых американские власти пытаются отложить.

Владимир Кара-Мурза уверен, что два произошедших с ним инцидента, которые он считает отравлениями, - месть за его политическую активность, в частности, за лоббирование "Акта Магнитского". Этот американский закон 2012 года ввел персональные санкции против россиян, которых в Вашингтоне считают замешанными в нарушении прав человека. Закон привел Кремль в ярость.
В январе 2018 года, меньше чем за два месяца до отравления Скрипалей, в Вашингтоне состоялась необычная встреча. Главы трех основных российских разведывательных ведомств встречались со своими американскими коллегами, в том числе с возглавлявшим в то время ЦРУ Майком Помпео.
Эксперты по американской разведке называли такую встречу крайне необычной и даже беспрецедентной.
По словам бывшего чиновника из Белого дома, эти встречи были организованы с целью притормозить стремительное ухудшение отношений между Вашингтоном и Москвой, начавшееся еще при президенте Бараке Обаме и значительно ускорившееся на фоне вмешательства России в выигранные Дональдом Трампом президентские выборы 2016 года.
По словам двух бывших чиновников, загадочные болезни Владимира Кара-Мурзы были расценены достаточно важными для российско-американских отношений, чтобы включить этот вопрос в повестку этих встреч.
Среди документов, оказавшихся в распоряжении Радио Свобода, есть одно электронное письмо, согласно которому некий человек, приехавший в Вашингтон, пытался договориться о встрече с директором ФБР Кристофером Рэем 25 или 26 января 2018 года - на той же неделе главы российских разведывательных ведомств посетили столицу США.
Имя этого человека в документе отредактировано, но сохранилась тема письма - “Статус дела Кара-Мурзы”. Имело ли это письмо отношение к визиту россиян в Вашингтон, неизвестно.
Как сообщил Радио Свобода один из бывших сотрудников Белого дома, подробная стенограмма встреч Помпео с российскими силовиками не велась, а их протоколы не были разосланы официальным лицам.
Сам Помпео подвергся за организацию этой встречи критике со стороны демократов в Конгрессе, но настаивал в тот момент, что она была полезна.
..."Причина, по которой я хотел получить результаты этих анализов, – это желание прорваться через череду правдоподобных оправданий, за которыми Кремль скрывается каждый раз, когда происходит что-то подобное", - говорит Владимир Кара-Мурза. "Каждый раз, когда жертвой отравления становится политический оппонент, независимый журналист или антикоррупционный активист, перебежчик, или кто угодно еще, российские власти начинают выдвигать альтернативные версии случившегося".
Среди раскрытых ФБР документов есть служебная записка, в которой агент ФБР описывает свою встречу с Владимиром Кара-Мурзой 9 марта 2017 года. Он пишет, что Кара-Мурза понимал неокончательный характер результатов лабораторных анализов, но надеялся, что ФБР предоставит ему письменный комментарий по его делу, из которого бы следовало, что оно рассматривалось именно как дело о преднамеренном отравлении.
Кроме того, в записке говорится, что Кара-Мурза, поддержанный американскими законодателями в своей попытке получить доступ к документам ФБР, дал понять, что будет ради достижения этой цели использовать свои связи для дальнейшего давления на ведомство.
Владимир Кара-Мурза говорит: "Моей главной целью было получить результаты лабораторных анализов, а если ФБР решило засекретить конкретное вещество, я просил их раскрыть мне причину моего отравления хотя бы в общих чертах".
Поддержка в Конгрессе США
Адвокат Владимира Кара-Мурзы Стивен Рейдмэйкер говорит, что Министерство юстиции США уведомило его о том, что оно намерено отложить до 15 ноября раскрытие дополнительных 1100 страниц дела лишь за несколько дней до истечения установленного законом крайнего срока, 15 сентября.
Кара-Мурза, который является гражданином России и законным резидентом США, в течение нескольких лет поддерживал тесные связи с членами Конгресса, отстаивавшими его интересы. Несколько конгрессменов, представляющих и Республиканскую, и Демократическую партии, даже написали письма директору ФБР Кристоферу Рэю, призывая его вмешаться в сложившуюся ситуацию.
В начале 2018 года во время обсуждений с американскими законодателями США и сотрудниками Конгресса представители ФБР заявили, что рассмотрят возможность публикации некоторых результатов анализов, рассказали Радио Свобода люди, непосредственно знакомые с этим вопросом. Они говорили на условиях анонимности, поскольку не имели права публично обсуждать ситуацию. По словам этих людей, позже по неясным причинам ФБР уведомило членов Конгресса, что не будет делать этого - расстроив тех, кто считал этот вопрос заслуживающим большей срочности.
Один из конгрессменов даже предположил в письме, адресованном ФБР, что вещество, спровоцировавшее болезнь Кара-Мурзы, могло быть засекречено ведомством.
В числе союзников российского оппозиционера в Конгрессе был сенатор Джон Маккейн, умерший в августе 2018 года. Кара-Мурза был одним из тех, кто нес его гроб на похоронах. За год до этого, 22 сентября 2017-го, Маккейн в письме главе ФБР поинтересовался статусом дела россиянина, пожаловался на административные задержки и призвал Кристофера Рэя сделать это расследование приоритетным.
Маккейн также написал Рэю, что он уверен: обе внезапные болезни Владимира Кара-Мурзы были намеренными политически мотивированными отравлениями.
"Владимир … явно стал жертвой жестокой кампании Путина по устранению своих противников. Установление того, кто и как сделал это, поможет Владимиру добиться справедливости, которую он заслуживает, и обеспечит минимальную защиту от повторения покушений на его жизнь и жизнь других диссидентов", - написал Маккейн.

Группа американских сенаторов внесла законопроект о санкциях против России из-за предполагаемого отравления оппозиционера Алексея Навального. Его авторы — конгрессмены Марко Рубио и Митт Ромни (Республиканская партия), а также Крис Кунс, Бен Кардин и Крис Ван Холлен (Демократическая партия).«Законопроект наложит санкции на российских официальных лиц, которые замешаны в открытом нарушении международного права, в том числе в недавнем отравлении оппозиционного лидера и антикоррупционного активиста Алексея Навального»,— говорится в сообщении на сайте господина Рубио. Двухпартийная группа сенаторов США внесла в верхнюю палату Конгресса законопроект, предусматривающий новые санкции против России в связи с преступной активностью режима Путина, а также преследования им оппозиции, в частности, отравление Навального.
Документ называется "Акт о привлечении России к ответственности за злонамеренную деятельность - 2020".
"В то время как Россия продолжает вмешиваться в наши выборы и совершать другие злодеяния в таких странах, как Беларусь, Украина и Сирия, усиливая опасность для мира, этот законопроект нацелен на то, чтобы привлечь к ответственности Путина и его ближайшее окружение", - заявил один из инициаторов документа сенатор-демократ Крис Кунс.
Как пояснил другой соавтор, сенатор-республиканец Марко Рубио, законопроект "предусматривает целенаправленные санкции против российских чиновников, которые стали соучастниками наглых нарушений международного права, в том числе недавнего отравления оппозиционного лидера и активного борца с коррупцией Алексея Навального".

Facebook удалил в социальных сетях три группы «российских» аккаунтов
Компания Facebook удалила в своих социальных сетях три сети аккаунтов, которые якобы нарушали ее политику относительно иностранного вмешательства. Об этом сообщается на сайте Facebook.
«Мы удалили три отдельных сети, нарушавших нашу политику против иностранного или правительственного вмешательства. <...> Эти сети имеют российское происхождение», — говорится в заявлении.
В компании отметили, что одна из удаленных сетей состояла из 214 аккаунтов пользователей, 35 публичных страниц и 18 групп в Facebook, а также 34 аккаунтов в Instagram. По данным Facebook, с их помощью распространялись «ложные данные» о ситуации в Сирии и на Украине. Деятельность этих акантов была направлена на Турцию, Японию, Армению, Грузию, Белоруссию, Молдавию, а также на США и Великобританию, говорится в заявлении.

Посольство РФ призвало Facebook не дискриминировать российских пользователей
Facebook дискриминирует российских пользователей и «зачищает» площадки, критически настроенные к Западу, заявило посольство России в США. Оно призвало администрацию соцсети к конструктивному общению с российскими властями.
Посольство отмечает, что Facebook якобы не анализирует содержание удаленных аккаунтов, однако их тематика заставляет в этом усомниться: это новости и текущие события, включая протесты в Белоруссии, отношения России и Украины, критика внешней политики США и и.д.
«Напрашивается вывод, что на перечисленные темы рассуждать пользователям из России нежелательно. Иначе можно оказаться в следующем списке ликвидированных аккаунтов. Это цензура»,— заявило посольство в Facebook.
По мнению диппредставительства, «налицо дискриминация», и Facebook «перестал быть пространством свободного обмена информацией» для российских пользователей.
«Призываем администрацию соцсети перестать уклоняться от конструктивного общения с российскими властями, налаить нормальный диалог по интересующим обе стороны проблемам. От этого только выиграют граждане США и России»,— заявило посольство.
Ранее Facebook сообщил об удалении трех сетей аккаунтов, связанных с Россией. Корпорация утверждает, что они нарушали политику об иностранном или правительственном вмешательстве. Самая крупная из сетей включала более 200 аккаунтов.

"In connection with your Committee's investigation of these matters and ongoing hearings, you have been asking us to accelerate this process and to provide any additional information relating to the reliability of the work of Christopher Steele and the so-called 'Steele dossier,' as long as its release would not compromise U.S. Attorney John Durham's ongoing criminal investigation," Barr wrote.
"A footnote in the Inspector General's report contains information, which up till now has been classified and redacted, bearing on the reliability of the Steele dossier," Barr wrote. "The FBI has declassified the relevant portion of the footnote, number 334, which states that 'the Primary Sub-source was the subject of an FBI counterintelligence investigation from 2009 to 2011 that assessed his or her contacts with suspected Russian intelligence officers.'"
Barr added that at his request, the FBI has prepared a declassified summary of certain information from the counterintelligence investigation into the source, which he has shared with the committee.
"I have consulted with Mr. Durham, who originally brought this information to my attention in the course of his investigation, and he has informed me that the disclosure of the information will not interfere with his criminal investigation," Barr wrote, adding that he alerted Director of National Inteligence John Ratcliffe to "certain classified information in possession of the intelligence community" which "bears upon the FBI's knowledge of the reliability of the dossier."
"Mr. Durham confirms that the disclosure of that information would not interfere with his investigaiton, and the Department otherwise defers to the DNI concerning the handling of this information," Barr said.

Trump is on the defensive in three red states he carried in 2016, narrowly trailing Joe Biden in Iowa and battling to stay ahead of him in Georgia and Texas, as Trump continues to face a wall of opposition from women that has also endangered his party’s control of the Senate, according to a poll conducted by The New York Times and Siena College.
Trump’s vulnerability even in conservative-leaning states underscores just how precarious his political position is, less than six weeks before Election Day. While he and Biden are competing aggressively for traditional swing states like Wisconsin, Pennsylvania and Florida, the poll suggests that Biden has assembled a coalition formidable enough to jeopardize Trump even in historically Republican parts of the South and Midwest.
A yawning gender gap in all three states is working in Biden’s favor, with the former vice president making inroads into conservative territory with strong support from women. In Iowa, where Biden is ahead of Trump, 45% to 42%, he is up among women by 14 percentage points. Men favor Trump by 8 points.
In Georgia, where the two candidates are tied at 45%, Biden leads among women by 10 points. Trump is ahead with men by a similar margin of 11 percentage points.
Trump’s large advantage among men in Texas is enough to give him a small advantage there, 46% to 43%. Men prefer the president to his Democratic challenger by 16 points, while women favor Biden by an 8-point margin.
There was a significant gender gap in the 2016 election, too, but at that time it tilted toward Trump because men supported him so heavily, according to exit polls. In the Times poll, Biden sharply narrowed Trump’s advantage with men while improving on Hillary Clinton’s 2016 lead with women in Texas and Iowa.
In Georgia, Biden’s lead with women essentially matched Clinton’s final advantage in the 2016 race. But where Trump carried Georgia men by 23 points four years ago, he was ahead by about half that margin with men in the state in the Times poll.
The overwhelming majority of voters — about 9 in every 10 in all three states — say they have definitely made up their minds about whom to vote for,leaving relatively little room for late developments to shift the overarching shape of the race.
The poll, conducted by phone among likely voters from Sept. 16-22, had a margin of sampling error of 4 percentage points for Texas and five in Iowa and Georgia.
Trump’s tenuous hold on some of the largest red states in the country has presented Biden with unexpected political opportunities and stirred debate among Democrats about how aggressively to contest states far outside the traditional presidential battleground. Biden has made efforts so far in a few states that voted emphatically for Trump four years ago, including Georgia and Iowa, but he has resisted pressure to compete for Texas, a huge and complicated state that Democrats believe is unlikely to furnish the decisive 270th Electoral College vote.
But the presence of competitive Senate races in many of those states has been a powerful enticement to Democrats, including Biden.
The lopsided gender dynamics of the presidential contest extend to Senate races in Iowa, Georgia and Texas, with Republican incumbents facing strong challenges from Democratic candidates favored heavily by women. The gender gap is pronounced even in Iowa, where both Senate candidates are women. The Democratic challenger, Theresa Greenfield, has a 2-point lead over Sen. Joni Ernst and an 11-point advantage with women.
The poll partly coincided with Trump’s announcement that he would make a new Supreme Court nomination to fill the vacancy created by the death of Justice Ruth Bader Ginsburg, but it was not clear from the survey whether voters had a particularly strong reaction to that possibility.
Mary McKinney, 48, of St. Charles, Iowa, said she supported Trump because of his plain-spoken manner but felt the Supreme Court process was moving “a little fast,” adding that she would not support efforts to outlaw abortion.
“I don’t like abortion, but I don’t like a woman being forced to carry a baby due to a traumatic incident, so I guess I’m kind of neutral on that,” said McKinney, who works at home as a foster parent.
Reflecting the conservative tilt of the states polled, Trump and his party are in better shape than in most of the others recently polled by The Times, and he may ultimately carry all of them. The president’s approval rating is in positive territory in Texas, and voters are almost evenly split in Iowa and Georgia. That is markedly stronger than Trump’s standing in core swing states like Wisconsin and Arizona.
Trump has maintained an enduring advantage over Biden on economic issues, and that extends to all three states in the Times poll. And where voters elsewhere have heavily favored Biden over Trump on the issue of managing the coronavirus pandemic, voters in Texas and Georgia are closely divided on that score. Biden still holds a sizable advantage on the issue in Iowa.
In Georgia and Texas, the election is also split along racial lines. Trump is winning about two-thirds of white voters in both Georgia and Texas, while Biden leads by enormous margins with Black voters in both states. Hispanic voters in Texas favor Biden by 25 points, 57% to 32%.
Still, many of the same voters, in heavily white Iowa and two traditionally conservative Southern states, are not as dismissive of systemic racism as Trump is. In each state, half or more of those surveyed found racism in the country’s criminal justice system to be a bigger problem than rioting.
And as with The Times surveys of other competitive states from earlier this month, voters expressed little confidence in Trump’s ability to heal the country.
Jeff Secora of Mason City, Iowa, is the kind of voter Biden will have to keep in his camp to carry the state. Secora, 63, an independent, said he had voted for Trump in 2016 but had grown fed up. He said he had reservations about Biden but preferred his “honesty and integrity” to the president’s character.
“He is polarizing, and he’s proud of it, and it just makes this country look weaker to our enemies,” Secora said of Trump, adding: “He lies all the time. He’s totally unpresidential. He makes Richard Nixon look like a choir boy.”
The Senate races in the three states also highlight the same forces that are propelling Biden’s candidacy. Democrats currently appear to have a good shot of achieving a 50-50 split in the Senate, but in order to win an outright majority they would have to push deeper into Republican-leaning states.
The party may have its best chance of such a pickup in Iowa, where Greenfield, the Democrat, is capturing 42% of the vote to 40% for Ernst, a dangerously low number for an incumbent this late in the race.
In addition to leading among women, Greenfield is ahead by 10 points among voters older than 65, a group that Ernst won overwhelmingly when she captured her seat six years ago.
In Georgia, where there are two Senate races on the ballot, Republicans appear better positioned but are still facing highly competitive campaigns. David Perdue is currently winning 41%, while his Democratic rival, Jon Ossoff, is taking 38%. Sixteen percent of Georgia voters said they were undecided, including a significant number of African Americans, who historically side overwhelmingly with Democrats.
The state’s other Senate race, to fill the unexpired term of former Sen. Johnny Isakson, is even more uncertain. Sen. Kelly Loeffler, the Republican appointed to replace Isakson, is in a multicandidate race with a host of other contenders. If nobody gets 50%, the top two vote-getters would advance to a January runoff, which could prove pivotal in a narrowly divided Senate.
Loeffler is winning 23% of the vote, while her nearest Republican rival, Rep. Doug Collins, is garnering 19%. The top Democratic vote-getter is the Rev. Raphael Warnock, who’s also taking 19% of the vote. The highest vote share in the race, however, is not currently residing with any candidate: 27% of Georgians said they were undecided in the race.
Both Loeffler and Collins have tied themselves closely to Trump in the hope of gaining a decisive advantage with conservatives in the first round of voting. But in a runoff, either of them would be confronting a rising population of younger people and Black and Latino voters who reject the president.
One of those voters is Casey Andre-Lindsay, 41, of Roswell, who said she planned to vote for Biden. Andre-Lindsay, who lost her job this year, said she saw Trump’s agenda as defined by turning back progress. Of Republicans, she said, “It doesn’t seem like they want it to be a democracy where people speak up anymore.”
“It’s going to take a decade to fix the things that he is trying to dismantle,” Andre-Lindsay said of Trump.
The Texas Senate race appears to be the best bet for Republicans among the three states. Sen. John Cornyn, who’s seeking a fourth term, is winning 42% of the vote, while M.J. Hegar, the Democrat, is taking 37%.
Still, that a long-serving official such as Cornyn is not more firmly in control of the race illustrates the increasingly competitive nature of Texas elections and the GOP’s struggles with suburban voters. Cornyn’s advantage is powered almost entirely by rural voters: he’s trailing significantly among those who live in cities and has just a 2-point advantage with suburbanites, 17% of whom said they were still undecided.
A significant danger looming for Texas Republicans is that Trump’s hard-line immigration policies are increasingly out of step with where the state is today and where it is heading.
Three-quarters of the state’s voters support a pathway to citizenship for immigrants in the country illegally, including 98% of Texans under 30. Just 20% of Texans overall opposed such a process.
Texans were closely split on Trump’s proposal for a border wall. But opposition to such a wall is overwhelming among younger voters and significant among independents and those living in the state’s cities and suburbs.

Fox News Poll: Tight race in Ohio, Biden tops Trump in Nevada and Pennsylvania
There are few undecided voters, and Biden’s support is 50 percent or better in each state
Democratic presidential candidate Joe Biden leads President Donald Trump in the battleground states of Nevada, Ohio, and Pennsylvania, according to Fox News statewide likely voter surveys.
In each of the three states, majorities disapprove of the job Trump is doing as president, pluralities say coronavirus is “not at all” under control, and Biden is the preferred choice when it comes to handling the virus. Plus, he’s favored over Trump to nominate the next U.S. Supreme Court justice.
There are few undecided voters, and Biden’s support is 50 percent or better in each state. His advantage over Trump is outside the margin of error in Nevada and Pennsylvania, but not Ohio.
Across the states, Biden’s edge comes mainly from women, nonwhites, voters under age 35, and those ages 65 and over. When it comes to handling coronavirus in particular, more seniors trust Biden to do a better job than Trump -- in larger numbers than back his candidacy overall. About 9 in 10 of both Biden and Trump supporters in each state are extremely or very interested in the election.
All interviews were completed after the September 18 death of Justice Ruth Bader Ginsburg.
Here are the results by state:

Nevada
Hispanic likely voters favor Biden in the presidential race -- and that helps give him a 52-41 percent lead over Trump in Nevada.
Biden leads by 8 points among seniors, 15 points among women, and 36 points among voters under age 35. Hispanics favor him by 28 points (61-33 percent). That is similar to the 31-point advantage Hillary Clinton received among Nevada Hispanic voters in 2016.
Trump is ahead by 2 points among Whites, 7 points among Whites without a college degree, and 12 among rural voters.
Party strength matters. Biden gets the support of 93 percent of Democrats and 9 percent of Republicans. Trump has the backing of 87 percent of Republicans and 4 percent of Democrats. The small subgroup of independents pick Biden by 6 points.
Nevada voters trust Biden to do a better job than Trump on coronavirus by 15 points, nominating the next Supreme Court justice by 10, and policing and criminal justice by 8.
On handling the economy, more give the nod to Trump by a slim 3-point margin.
Just over half (51 percent) describe their financial situation as “holding steady.” Twice as many feel they are falling behind as getting ahead (31 vs. 16 percent). Most who are getting ahead back Trump (68 percent), while most who are falling behind support Biden (73 percent). Those who are holding steady break for Biden by 49-46 percent.
The largest number of Nevada voters, 42 percent, think coronavirus is “not at all” under control, and almost all of them back Biden. Majorities of those saying it is completely/mostly or somewhat under control support Trump.
Trump lost Nevada in 2016 by less than 3 points, receiving about 46 percent of the vote. Today, that same number, 46 percent, approve of his job performance, while 53 percent disapprove.

Ohio
It’s a 5-point race in Ohio, Biden 50 percent vs. Trump 45 percent.
Here’s why it’s tight. Men back the president by 4 points, while women go for Biden by 14. White voters without a college degree pick Trump by 18 points, while Whites with a degree back Biden by 7. And Trump is the choice among rural voters by 17 points, while suburbanites like Biden by 10.
Biden’s overall advantage comes mainly from his 75-point lead among nonwhites. Whites favor Trump by 7.
Ohio voters think Biden is better on coronavirus (+14 points) and nominating the next Supreme Court justice (+6). They think Trump is better on the economy (+5), while the two are closely matched on policing and criminal justice (Biden +2).
Half of Ohioans (51 percent) say they are holding steady financially, while the rest split between falling behind (27 percent) and getting ahead (21 percent).
On whether coronavirus is under control, 28 percent think it is completely/mostly under control, 31 percent say somewhat, and a 38 percent plurality says “not at all.”
That leads to mixed marks for the president’s job performance: 47 percent approve, while 51 percent disapprove.
Trump won Ohio in 2016 by 8 points, receiving about 52 percent of the vote.

Pennsylvania
Likely voters in Pennsylvania favor Biden over Trump, 51-44 percent.
In 2016, Trump narrowly won Pennsylvania (by less than one percentage point). It was the first time since 1988 that a Republican presidential candidate had won the state. Eight percent of those who backed him in 2016 are Biden supporters today.
Trump’s 45 percent job approval narrowly lags the 48 percent vote share he received in 2016. Some 54 percent of Keystone State voters disapprove of his job performance.
He is ahead by 4 points among men, 6 points among White voters, 17 points among Whites without a college degree, and 8 points among rural voters.
Biden is favored by nonwhites (+74 points), women (+17), seniors (+8), union households (+6), and suburban voters (+5). His advantage climbs to 18 points among suburban women.
“Trump’s surprise 2016 win in Pennsylvania was driven by his mobilization of voters in the northern and central regions of the state,” says Republican pollster Daron Shaw, who conducts the Fox News survey with Democrat Chris Anderson. “He needs that kind of support again and a slight tick up among suburban voters to pull even here.”
More voters trust Biden over Trump to handle coronavirus (by 17 points) and nominating the next Supreme Court justice (+9). Views divide more closely on policing and criminal justice (Biden +6) and the economy (Trump +4).
On nominating the next justice, women prefer Biden by 20 points, while men favor Trump by 3. In addition, more Democrats stay loyal to their candidate (93 percent Biden) than Republicans do to theirs (84 percent Trump).
A majority of 52 percent are holding steady financially. Another 20 percent report they are getting ahead, while 26 percent feel they are falling behind.
Biden has a 7-point edge over Trump among those holding steady financially and is up by 47 points among those falling behind. Voters who are getting ahead go for Trump by 47 points.
About one-quarter of Keystone State voters think coronavirus is under control. Seven percent say it is completely and another 17 percent say it is mostly under control. A large majority thinks it is only somewhat (32 percent) or not at all under control (42 percent).
Those who feel the virus is at least somewhat under control go for Trump, while those saying “not at all” under control go big for Biden.

Pollpourri
Over half of those planning to cast their ballot in person favor Trump in Nevada (53 percent), Ohio (59 percent), and Pennsylvania (62 percent).
Majorities of those voting by mail support Biden: 71 percent in Nevada, 67 percent in Ohio, and 79 percent in Pennsylvania.
Conducted September 20-23, 2020 under the joint direction of Beacon Research (D) and Shaw & Company (R), these Fox News surveys include interviews with 810 Nevada likely voters, 830 Ohio likely voters, and 856 Pennsylvania likely voters randomly selected from statewide voter files, who spoke with live interviewers on landlines and cellphones. Amid Kentucky unrest, AP poll shows public support for racial justice protests falling
As social justice protests ramp up again in Louisville, Ky., New York and elsewhere following the grand jury indictment in the Breonna Taylor case, a poll released this week from The Associated Press and the NORC Center shows public support for the activities declining since the summer.
Nearly one half of Americans disapprove of the demonstrations that occur in response to police-involved shootings, and more recently the judicial decisions in those cases.
Conducted before the jury in Louisville declined to file murder charges against three officers -- instead charging one with multiple counts of wanton endangerment -- the poll showed 44 percent of those surveyed disapproved.
That figure is down from the 54 percent of Americans who approved in June -- shortly after the death of George Floyd first sparked the urban unrest. Floyd's death had also sparked a renewed focus on the shooting that killed Taylor months earlier in March.
“I was supportive back in June, but after seeing everything up until now, I’m almost dead against them,” said Dave Hipelious, 63, of New Lenox, Illinois, who is a retired pipe fitter in the energy industry.
Hipelious, who is white, said his support for the protests soured when he saw violent unrest, arson and looting that marred the largely peaceful demonstrations following Floyd’s death.
The poll found the percentage of Americans who believe police violence unequally targets Black Americans and that greater consequences for police brutality are necessary have also fallen from June, when an AP-NORC survey found sweeping changes in how Americans view these issues.
A graphic in the AP-NORC poll also broke down some responses by political affiliation.
The survey showed that in 2015 among all Americans, the idea that police are more likely to use deadly force against a Black suspect was 49 percent. In June 2020, that number was 61 percent, and in the September poll, 50 percent.
Divided into parties, 70 percent of Democrats and 26 percent of Republicans agreed with that sentiment in 2015, while the figure saw a spike in June to 87 percent among Democrats and 35 percent among Republicans.
In September, 84 percent of Democrats surveyed believed police are more likely to use deadly force against African-Americans, compared to 17 percent of Republican respondents.
In analyzing the results, University of Michigan political scientist Christian Davenport said the nation has historically seen public support wane among white Americans for social justice movements — what he calls “compassion fatigue.”
“When this was all about the video and the visceral response to seeing someone’s life get squeezed out of them, that’s fine,” Davenport said. “But from the moment that topic is raised to awareness, the clock starts ticking with regards to, ‘How quickly can we resolve this so I can get back to my normal life?’”

The NBA All-Star asked: 'Who are Black people supposed to call Ghostbusters when we have crime in our neighborhoods?'
Charles Barkley reacted to the Breonna Taylor indictment decision during a broadcast before an NBA playoff game on Thursday -- and also dismissed calls to defund the police.
Barkley said on the “NBA on TNT” broadcast that Taylor’s death cannot be put in the same category as those of George Floyd or Ahmaud Arbery. Floyd was killed while in police custody in Minneapolis and Arbery was fatally shot while jogging in Georgia.
“It’s bad this young lady lost her life,” Barkley said of Taylor. “But we do have to take into account that her boyfriend did shoot at the cops and shot a cop. So, like I say, even though I am really sorry she lost her life, I don’t think we can just say we can put this in the same situation as George Floyd and Ahmaud Arbery. I just don’t believe that.”
The former NBA All-Star went on to say that defunding the police was a bad idea.
“You know, I hear these fools on TV talking about ‘defund the police’ and things like that. We need police reform and prison reform and things like that. Because you know, who ain’t gonna defund the cops? White neighborhoods and rich neighborhoods. So that notion they keep saying that … I’m like, wait a minute. Who are Black people supposed to call -- Ghostbusters? -- when we have crime in our neighborhoods? We need police reform. Like I say, White people -- especially rich White people -- they’re always gonna have cops, so we need to stop that 'defund' or 'abolish the cops' crap,” he said.

2. В Сиэтл Тейлор явился по его собственному заявлению «на войну» в 2016-м после того, как при задержании полицейские убили его уже судимого за грабеж и изнасилование брата.
3. После смерти Джорджа Флойда Тейлор организовал и провел в Сиэтле первые митинги протеста.

Contra Costa DA stops charging minor drug cases
- Low-level drug offenders will no longer be prosecuted in Contra Costa County, District Attorney Diana Becton said Thursday.
"They take up a tremendous amount of resources," Becton said. The priority should be charging suspects accused of more serious offenses, she said.
"We also have to focus not only on the violent crimes but we also have to focus on these entry points into our criminal justice system," said Becton, a former Superior Court judge.This means first-time, non-violent offenders jailed only for a low-level narcotics crime won't go to court. Instead, they'll be referred to social services and health care agencies so they can be treated.
"Without treatment, without accountability at these early stages, we increase our footprint towards incarceration," the district attorney said.
Becton is among a group of progressive California DAs focused on reforming the criminal justice system. They say minor drug cases have clogged court dockets.
In Santa Clara County, DA Jeff Rosen has also stopped filing charges on all but the most serious drug cases.
"I see a trend in treating drug use as a health issue rather than a criminal, legal issue," said Theshia Naidoo, managing legal director for the Drug Policy Alliance.
She said these DAs are doing the right thing by "exercising their discretion in a way that really diverts people out of the system and allows them to have a more meaningful life."
But not all law enforcement officials agree with this approach.
"I'm still old-fashioned and believe that the role of the district attorney i not to create the law," said San Mateo County District Attorney Steve Wagstaffe.
Wagstaffe said he will still continue to prosecute minor drug cases, even if those are relatively rare. He said he, too, supports treatment
"We're still a believer that the criminal justice system is an avenue to try and bring this about,' he said.
Contra Costa County Sheriff David Livingston said he wasn't notified about Becton's policy change until she notified the public at large.In a statement, the sheriff said, "I support treatment when it works. But every citizen who has had their car broken into, their home burglarized or property stolen should know the vast majority of those crimes are committed by so-called 'low-level' drug offenders. I worry more about the victims than I do about the criminals."

One SF neighborhood sees 75% increase in burglaries
The Mission District of San Francisco has seen a 75% increase in burglaries, according to the latest statistics from the San Francisco Police Department.
Burglaries have spiked in San Francisco amid the coronavirus pandemic.
Thieves used to target tourists for smash and grabs, but now they seem to be stealing goods and money from residents' homes with few travelers coming to the city.
There have been 5,118 break-ins at homes and businesses from Jan. 1-Sept. 20. That is a 42% increase from the same time period last year, when there were 3,602 burglaries, according to crime data collected by the San Francisco Police Department.

Курс доллара продолжает расти четвертый день подряд. В четверг американская валюта обновила трехмесячный максимум. К трем часам дня индекс американской валюты, отражающий отношение ее в шести ключевым валютам на международном рынке, прибавил еще 0,15 пункта, за неделю он возрос на 1,6 и достиг отметки в 94,5 пункта.
С апреля этого года - это максимальный рост американской валюты, отмечает finanz.ru. Как отмечает валютный стратег Daiwa Securities Юкио Исидзуки, доллар укрепляется на фоне опасений, связанных с новой волной коронавируса, а также необходимости в устремлении финансовых потоков назад к американской валюте. Газета The Washington Post в 2019 году писала, что США разработали план ответной кибератаки против России. Союзники США беспокоятся, что договор СНВ-III между США и Россией может быть не продлен, говорится во внутреннем докладе администрации США, с которым ознакомилась Foreign Policy. По словам экспертов, США предъявляют России невыполнимые требования.
Союзники США обеспокоены последствиями приближающегося истечения срока действия договора СНВ-III о контроле над вооружениями между Соединенными Штатами и Россией, подписанного в эру Барака Обамы. Об этом говорится во внутреннем докладе администрации, с которым ознакомилась газета Foreign Policy. Между тем, бывшие чиновники и эксперты по контролю над вооружениями опасаются, что администрация может затянуть время и довести соглашение до смерти, выдвигая невыполнимые требования к России всего за несколько месяцев до того, как срок действия договора должен завершиться", - пишет Foreign Policy.
"(...) Если США и Россия не придут к соглашению о продлении договора, срок его действия закончится в феврале 2021 года, и тогда не останется ни одного значимого договора, который предотвратил бы угрозу гонки вооружений", - напоминает газета.

New Justice Department disclosures cast fresh doubt on Trump-Russia investigation

WASHINGTON - The Justice Department has released a pair of documents casting fresh doubt on the judgment of senior law enforcement officials who investigated possible links between Russia and the Trump campaign in 2016, showing that one of the FBI case agents thought prosecutors were out to "get Trump" and that a key source of allegations against the president had been previously investigated as a possible Russian asset.
The disclosures come as President Donald Trump and his allies await the results of an investigation by Connecticut U.S. Attorney John Durham into how U.S. intelligence agencies examined Russian election interference four years ago. Instead, Thursday night saw one dislosure made to Congress and another made to the courts.
It's still uncertain whether Durham will issue any findings before Election Day, but the two releases may serve a similar purpose: providing fresh ammunition for conservatives' arguments that the FBI's pursuit of the president was unfair and unfounded.
In a letter to Senate Judiciary Committee Chairman Lindsey Graham, R-S.C., Attorney General William Barr said the individual whose information was used to assemble much of a dossier of allegations against the Trump campaign had been the subject of a national security investigation between 2009 and 2011, because FBI agents suspected he might be working for Russia.
The individual's identity has been kept secret for years, but people familiar with the case said it is Igor Danchenko, a lawyer born in Ukraine who worked at a Washington think tank when he came under suspicion by the FBI for his Russian contacts. Danchenko's lawyer has acknowledged he was a source of Christopher Steele's.
In 2016, Danchenko took an assignment from Steele, a British former intelligence officer, to gather information about Trump's dealings with Russia; Steele later wrote reports that claimed Trump and a number of his close advisers were colluding with Russia. Those reports were based in large part on a person Steele called his "primary sub-source," which was Danchenko, according to people familiar with the matter who spoke on the condition of anonymity to elaborate on statements in official documents.
Though Steele's allegations were not relied on as a basis to open the investigation into Trump's campaign, they were used to justify secret surveillance on a former Trump campaign adviser, Carter Page. The Justice Department's inspector general, Michael Horowitz, later found the court applications for that surveillance were riddled with serious errors and omissions.
Republicans quickly seized on the details of the FBI's old suspicions of Danchenko.
In a statement, Graham said the "failure of the FBI to inform the court that the Primary Sub-source was suspected of being a Russian agent is a breach of every duty owed by law enforcement to the judicial system" and a "small group of individuals" in the FBI and Justice Department should be held accountable for their handling of the case.
The senator, a prominent supporter of Trump's, did not identify those officials, but a part of his committee's reexamination of the 2016 probe has focused intently on former FBI director James Comey and his deputy, Andrew McCabe.
An FBI spokesperson declined to comment.
Danchenko's lawyer, Mark Schamel, said: "As every objective investigation has shown, Mr. Danchenko is an exceptional analyst who is truthful and credible."
Separately, the Justice Department filed a new document in the court fight over the conviction of former national security adviser Michael Flynn. Flynn pleaded guilty in 2017 to lying to the FBI about his conversations with a Russian ambassador; he later decided to fight the case, and the Justice Department has asked a judge to toss out the conviction, a move that angered some current and former federal prosecutors over what they say is political favoritism for a friend of the president.
Shortly before midnight Friday, prosecutors filed a summary of an interview conducted last week with FBI agent William Barnett, in which the veteran agent assigned to the Flynn case and the office of special counsel Robert Mueller III criticized what he called a "get Trump" attitude by some on Mueller's team.
Barnett said he believed Flynn's motive for lying to FBI agents about his contacts with Russia's ambassador was to save his job, rather than to cover up collusion between the Trump campaign and Russia.
The agent said the investigative steps they took were "legally justified" and he felt there was good reason to scrutinize other Trump advisers, but too often Mueller's team appeared to be pursuing a theory of Russian-Trump campaign collusion built on "supposition upon supposition."
In a 476-page report issued last year, Horowitz found there was not evidence that political bias affected decisions in the investigation.
It is not unusual for federal agents and prosecutors to disagree about the nature of an investigation or the best course of action, but it is incredibly rare for those differences to be aired out in public court documents.
The disclosure comes four days before U.S. District Judge Emmet Sullivan is set to hear arguments over whether to dismiss Flynn's case, and the Justice Department now cites Barnett's statements as evidence of the "frail and shifting justifications" for the investigation and the "irregular procedure" of Flynn's FBI interview.
Barnett's voluntary interview was conducted last week as part of a review of the Flynn case by Jeff Jensen, the U.S. attorney handpicked by Barr to reexamine the case.
The agent said he thought the Trump campaign may have been aware the Russians were attempting to interfere in the election, but that was different from their having an explicit deal or a quid pro quo, according to the interview notes.
Barnett said he believed prosecutors pursued a possible Trump-Russia conspiracy theory without much evidence to go on. He even joked with others about playing a hypothetical game of "Collusion Clue," based on the popular board game, in which they would propose different people and locations for the scene of the supposed crime.
In his interview, Barnett was particularly critical of Jeannie Rhee, a prosecutor on Mueller's team. He said that in one briefing, she wanted to "drill down" on the fees Flynn was paid for a speech in Russia, and seemed dismissive of Barnett's assessment that there were logical reasons for the payments, according to the court documents released this week. Barnett alleged that Rhee seemed "obsessed" with Flynn and that she "had an agenda," the documents say, without specifying what that agenda was.
A person familiar with the Russia investigation said the briefing was a very early attempt to get special counsel prosecutors up to speed on the existing Flynn investigation. Ultimately, Rhee was assigned to a separate probe - the investigation of possible coordination between the Trump campaign and Russia.
The person familiar with the matter, speaking on the condition of anonymity because of the matter's political sensitivity, said Rhee and Barnett worked on different pieces of the investigation and had few interactions.
A Mueller representative declined to comment.

FBI official on Mueller team said Flynn prosecution had 'get Trump' attitude, collusion probe was 'not there'
An FBI official who served on Robert Mueller’s team said he believed the special counsel’s prosecution of former White House national security adviser Michael Flynn was part of an attitude to “get Trump,” and that he did not wish to pursue a Trump-Russia collusion investigation as it was “not there" and considered it to be a "dead end."
FBI agent William J. Barnett made the comments during an interview on Sept. 17 at the Justice Department, before Assistant U.S. Attorney for the Eastern District of Missouri Jeffrey Jensen, who was tapped by Attorney General Bill Barr to review the case against Flynn. Jensen has joined U.S. Attorney John Durham’s team in his review of the origins of the Trump-Russia probe. Those comments have surfaced in new government documents.
Fox News reviewed Barnett’s FBI 302, which was filed by the U.S. government early Friday as part of the Flynn case.
Barnett, during his interview, detailed his work at the FBI, and his assignment to the bureau’s original cases against Flynn and former Trump campaign chairman Paul Manafort. Barnett said the Flynn investigation was assigned the code name “Crossfire Razor,” which was part of the Crossfire Hurricane investigation — the bureau’s code name for the original Trump-Russia probe.
Barnett told investigators that he thought the FBI’s Trump-Russia probe was “opaque” and “with little detail concerning specific evidence of criminal events.”
“Barnett thought the case theory was ‘supposition on supposition,’” the 302 stated, and added that the “predication” of the Flynn investigation was “not great,” and that it “was not clear” what the “persons opening the case wanted to ‘look for or at.’”
After six weeks of investigating, Barnett said he was “still unsure of the basis of the investigation concerning Russia and the Trump campaign working together, without a specific criminal allegation.”
Barnett began asking agents what they thought “the end game” was in the Flynn investigation, and suggested that they interview Flynn “and the case be closed unless derogatory information was obtained," but said he was “cautioned against” an interview of Flynn, due to concerns that it would “alert Flynn as to the investigation.”
Barnett, though, told investigators that he believed that Flynn’s position as White House national security adviser in the incoming Trump administration “offered an opportunity for the FBI to conduct the interview without alerting any suspicion and Flynn would see such an interview as being standard procedure.”
The 302 stated that Barnett ran the request to interview Flynn “up the chain,” but said the request was denied, and described the FBI’s investigation into Flynn as “top down”--meaning that “direction concerning the investigation was coming from senior officials," specifically then-Deputy FBI Director Andrew McCabe, who Barnett believed was “directing” the Flynn investigation.
Barnett, at the time, said that he believed the investigation was “problematic and could result in an inspector general investigation.”
“Barnett still did not see any evidence of collusion between the Trump campaign and the Russian government,” the 302 stated. “Barnett was willing to follow any instructions being given by the deputy director as long as it was not a violation of the law.”
Barnett told investigators he believed the investigation into Flynn was a “check the box exercise, making sure all bases were covered, before the case was closed,” and said he “did not” think the case “was leading or headed toward prosecution.”
Nevertheless, Barnett said that he believed there were grounds to investigate “the other three subjects in Crossfire Hurricane, however, he thought Flynn was the ‘outlier.’” But Barnett, in the spring of 2017, gave a briefing on the Flynn investigation to a group of attorneys from the Special Counsel’s Office, including Jeanne Rhee.
“Barnett said he briefly went over the investigation, including the assessment that there was no evidence of a crime, and then discussed [REDACTED], which he thought was the more significant investigation,” the 302 stated.
Barnett told investigators that he thought “Rhee was obsessed with Flynn and Russia and she had an agenda.”
A day following the briefing, Barnett said he was contacted by former FBI agent Peter Strzok, who said “he really wanted Barnett to work with the special counsel’s office.”
According to the 302, Barnett told Strzok that he “did not wish to pursue the collusion investigation as it was ‘not there,'" Ultimately, though, Barnett decided to work with Mueller’s team, “hoping his perspective would keep them from ‘group think.’”
Barnett added that he believed the appointment of Mueller in May 2017 “changed everything," and described the situation pertaining to the special counsel's office as "‘upside down’ with attorneys drafting search warrants and getting agents to simply act as affiants,” the 302 stated.
“Barnett thought there was a ‘get Trump’ attitude by some at the SCO,” the 302 continued.
One example Barnett shared was comments made by the president, saying investigators “needed to ‘get to the bottom’ of a matter. One of the SCO attorneys said Trump wanted to ‘cover it up.’”
Barnett “corrected it saying, ‘no, he said get to the bottom of it.’”
Barnett also said that “another example,” was when the president fired FBI Director James Comey, which he said was interpreted as “obstruction when it could just as easily have been done because Trump did not like Comey and wanted him replaced.”
But Barnett went on to tell investigators that it seemed that the attorneys on Mueller’s team “wanted to be part of something ‘big,’ a successful prosecution.”
“There was a lack of letting the evidence lead the investigation and more the attitude of ‘the evidence is there we just have to find it,’” Barnett’s 302 stated.
Meanwhile, Barnett said that in May 2017, former Trump campaign aides Carter Page and George Papadopoulos were interviewed several times. Barnett said “both investigations seemed to be nearing an end with nothing left to pursue.”
Papadopoulos was ultimately charged with making false statements to investigators as part of Mueller’s investigation.
Barnett also described the special counsel’s interview of former deputy White House national security adviser KT McFarland, who Mueller, according to Barnett, described as “the key to everything.”

Flynn pleaded guilty to making a false statement to the FBI regarding his communications with the Russian ambassador. Barnett said "some individuals" in Mueller's office "assumed Flynn was lying to cover up collusion between the Trump campaign and Russia."
"Barnett believed Flynn lied in his interview to save his job, as that was the most plausible explanation and there was no evidence to contradict it," the 302 stated. "Barnett believed the prosecution of Flynn by Mueller's office was used as a means to ‘get Trump.'"
The government’s filing of Barnett’s 302 in the Flynn docket comes just days before Flynn’s team and Justice Department attorneys will present arguments before Judge Emmet Sullivan with the hopes that he will dismiss the case.
Federal prosecutors, earlier this year, moved to dismiss Flynn's case — in which he had previously pleaded guilty to providing false statements to the FBI — after FBI records called into question the circumstances surrounding Flynn's interview with investigators. The Justice Department maintained that the FBI’s interview of Flynn was “conducted without any legitimate investigative basis.”
Flynn is set to be in federal court in Washington D.C. on Tuesday, Sept. 29.
Mueller’s investigation yielded no evidence of criminal conspiracy or coordination between the Trump campaign and Russian officials during the election, although it did find that the Russian government "interfered in the 2016 presidential election in sweeping and systemic fashion." The question of whether Trump obstructed justice was not answered, but it did state that the final report "does not exonerate [Trump]" on this matter.
Meanwhile, Barnett’s interview with Jensen appears to be part of Durham’s investigation into the origins of the Russia probe.
Durham was appointed by Attorney General Barr last year to investigate the origins of the FBI’s Russia probe shortly after Mueller completed his yearslong investigation into whether the campaign colluded with the Russians to influence the 2016 presidential election.
Durham’s timeline has been focused on July 2016, when the FBI’s original Russia probe began, through the appointment of Mueller in May 2017.
Durham’s investigation has been slowed by the coronavirus pandemic, but that has not blunted the level of anticipation from President Trump, his Republican allies on Capitol Hill and his supporters, some of whom have called for findings to be released before November's presidential election

) - New polls in three crucial general election battleground states show President Trump holding the edge over Democratic presidential nominee Joe Biden.
The president tops Biden 51%-47% among likely voters in Florida and Trump holds a 1-point 49%-48% edge over the former vice president among likely voters in Arizona, according to ABC News/Washington Post public opinion surveys released on Sept. 23. The president’s margins in both polls are within the sampling error of plus or minus 4.5 percentage points, meaning the races are practically tied between the two candidates.
The president’s ahead of his Democratic challenger 48%-46% among likely voters in Georgia, according to a high voter turnout model in a Monmouth University survey that was also released on Wednesday. Trump’s 2-point edge is within the poll’s plus or minus 4.9% margin of error.
With 29 electoral votes at stake, Florida’s the largest of the traditional swing states.
Trump narrowly edged out 2016 Democratic nominee Hillary Clinton to carry the state four years ago. President Obama also won the state by razor-thin margins in 2008 and 2012.
The ABC News/Washington Post highlights that “a challenge for Biden is his tepid 13-point lead among Hispanics in the state (using registered voters for an adequate sample size); Hillary Clinton won Florida Hispanics by 27 percentage points in 2016.”
The ABC News/Washington Post poll in Arizona indicates that Biden tops Trump among Hispanic registered voters by a nearly two-to-one margin, leans among independent voters and college graduates. But the survey points out that “Trump makes it back by way of an advantage in party loyalty; among Arizona likely voters, Republicans outnumber Democrats by 7 points.”
Arizona has long backed Republicans in presidential elections. President Bill Clinton in 1996 was the only Democratic candidate to win the state since 1952. But Trump carried the state by just 3 points four years ago.
An average of all the most recent polls in Arizona compiled by Real Clear Politics indicates Biden with a 4.4 point edge over the president.
In Georgia, the Monmouth poll shows a Trump's advantage jumps to 5 points over Biden according to a low voter turnout projection.
The survey points generational shifts, noting that “Trump has gained an advantage among voters age 65 and older – leading Biden by 61% to 36% now, versus trailing slightly by 48% to 52% in July. Biden is stronger, though, among voters age 50 to 64, leading Trump by 54% to 43% versus trailing slightly by 46% to 48% in July.”

Peaceful protests against racial injustice are critical for the nation's progress and help to keep law enforcement in check, Sen. Kamala Harris, D-Calif., said Friday.
"Nothing that we have achieved that has been about progress, in particular around civil rights, has come without a fight, and so I always am going to interpret these protests as an essential component of evolution in our country -- as an essential component or mark of a real democracy," the vice presidential nominee said during the NAACP's national convention.
She added that protests were "necessary" as "the people's voices must be heard, and it is often the people who must speak to get their government to do what it is supposed to do, but may not do naturally unless the people speak loudly -- and obviously peacefully."
Harris also praised the "brilliance" and "impact" of "Black Lives Matter," which has received media praise but also come under fire for promoting left-wing stances like opposing the nuclear family. "I actually believe that 'Black Lives Matter' has been the most significant agent for change within the criminal justice system," she said.Her comments came during mass protests surrounding the deaths of Black Americans like Breonna Taylor, whose case prompted a series of demonstrations earlier this week. While the vast majority of demonstrations -- which began in late May -- have been peaceful, some have resulted in property destruction.
Footage quickly emerged purportedly showing buildings vandalized and burned in Louisville, Ky., after a grand jury decided to indict just one of the officers involved in Taylor's death.
Across the country, violent confrontations during these demonstrations have led to deaths and injuries, including for demonstrators, journalists and police officers. In Louisville, Kentucky, two officers were shot, and subsequently hospitalized, during protests surrounding Taylor's case.
Former Vice President Joe Biden and other Democrats have been criticized for allegedly not doing enough to denounce violent demonstrations, while President's Trump campaign has attempted to tie their statements to on-going riots.
In May, Biden released a statement in which he distinguished between violent and peaceful protests.
“Protesting such brutality is right and necessary. It’s an utterly American response. But burning down communities and needless destruction is not. Violence that endangers lives is not. Violence that guts and shutters businesses that serve the community is not,” the statement read.
At the end of last month, Sen. Harris similarly said: "We must always defend peaceful protest and peaceful protesters. We should not confuse them with those looting and committing acts of violence, including the shooter who was arrested for murder. “This type of behavior obviously is unjustified, but, it is rationalized by these protesters and they are not even protestors. They’re intimidators, disruptors of the peace and in some cases, they engage in overt violence, but, it is rationalized by them because of this false narrative of systemic racism and that cops are disproportionately shooting Blacks,” Kirsanow said.
Protesters inflamed by the decision not to charge cops for Breonna Taylor’s death took their anger out on a couple dining in Florida -- gatecrashing their table and threatening to knock the man the “f--k out.”
A man clutching a skateboard was filmed by a Tampa Bay Times reporter as he strolled up and sat with the couple at their outdoor table as dozens chanted at the edge of the St. Petersburg restaurant.
“No! This is my table,” the female diner told him, trying to push him from the chair -- only to have three other protesters stroll over and join them.
The male diner hugged his wife as she said she was calling the police -- as the initial dinner-crasher and another woman started hurling abuse.
“I ought to knock your old-ass boyfriend the f--k out,” the man threatened, as he derided the woman as a “wild Karen in her natural f--king habitat.”
The threatened man was filmed smiling in bemusement, as more protesters appeared to gather around the table -- including one continually blowing a horn. The video quickly went viral, getting more than 1.8 million views on Twitter in fewer than 12 hours.
Reporter Josh Fiallo, who filmed the clip, said some diners had “yelled back” at protesters, “starting multiple confrontations,” but he was not sure why the couple filmed were targeted.
The unidentified initial gatecrasher appeared to be the same man Fiallo filmed walking across a car that was surrounded and attacked with skateboards and signs. “F--k you, c--t!” one shouted as the car drove off.
The tactic of browbeating outdoor diners has also been used in other cities across the country, caught in viral videos in Washington, D.C., and Pittsburgh, where three were recently charged.
In many, diners are screamed at if they refuse to raise a fist in support of Black Lives Matter, with mobs screaming that “White silence is violence.”
Kirsanow said that although there is no data of police shootings disproportionately targeting Blacks, media professionals have handled police shootings of unarmed Blacks “irresponsibly.”
“The evidence, the data for decades now has been irrefutable that that is not the case, and when you look at the individual cases that spark these types of incidents. In this case, for example, Breonna Taylor, you’ve got originally Michael Brown, Freddie Gray, all of these instances, the facts as reported by many of these irresponsible individuals in the media,” Kirsanow said.
Kirsanow went on to say, “There is a huge cohort of individuals that leap on the initially reported facts and perpetuate them because many of the facts related to George Floyd, for example, Breonna Taylor, began to come out, but, the media wasn’t reporting them and this type of hysteria develops because of a false narrative and it needs to be corrected because something is going to happen soon. We’ve already seen billions of dollars worth of property damage in large part because of the belief in this false narrative.”

Trump, White House demand FDA justify tough standards for coronavirus vaccine, raising concerns of political interference

WASHINGTON - On the same day President Donald Trump blasted the Food and Drug Administration's plan for tougher standards for a coronavirus vaccine as a "political move," a top White House aide demanded detailed justifications from the agency in what some fear is an attempt to thwart or block the standards designed to boost public trust in a vaccine.
The White House's involvement appears to go beyond the perfunctory review that agency officials had expected, and is likely to reinforce public concerns that a vaccine may be rushed to benefit the president's reelection campaign. Polls show that the number of people who say they're willing to take a coronavirus vaccine if it were available today has nosedived from 72% in May to 50% as of early this month, according to Pew Research Center, largely because of concerns that politics, rather than science, is driving the process.
Trump has repeatedly said a vaccine would be available by Election Day, or possibly sooner, worrying scientists that he might attempt to intervene in the review process. Companies will begin reporting safety and effectiveness data in coming weeks and months. And in conversations with some advisers, the president has directly tied the vaccine to his reelection chances, according to a senior administration official, who spoke on the condition of anonymity to discuss private deliberations.
The White House's decision to weigh in on the FDA plan was assailed by former FDA commissioners who had served both Republican and Democratic presidents.
"I don't know of any precedent where the White House asked to adjudicate scientific and clinical guidances, even in past public health emergencies," said Scott Gottlieb, Trump's first FDA commissioner. "To build trust among patients and providers, you wanted to leave these matters to the FDA process, which has a lot of rigor and integrity."
Robert Califf, commissioner under President Barack Obama, said White House officials lack the expertise to assess the FDA's safety protocols. "For the president to weigh in is not good," he said, "and it sets a precedent, which is worrisome in many regards, and makes you worry about what he'll do about the decision itself about individual vaccines."
The push from the White House comes during a week in which top health administration officials, including FDA Commissioner Stephen Hahn, vowed there would be no political interference in the vaccine approval process and sought to boost public trust in the process.
So far, the White House has not asked the FDA to withdraw or change the guidance for an emergency authorization of the vaccine - a far quicker process than a formal approval that gives the FDA the flexibility to set a lower bar for safety and effectiveness. The agency expects to use the process because of the urgency of the situation.In a Wednesday phone call, White House Chief of Staff Mark Meadows told Hahn the agency had to provide the detailed justification for the guidance, according to two people familiar with the call who spoke on the condition of anonymity to discuss internal deliberations.
The FDA, which had planned to release the guidance this week, instead has been working on detailed scientific justifications for the questions raised by White House officials, according to two people who spoke on the condition of anonymity to discuss internal deliberations. White House officials are especially interested in the agency's recommendation that manufacturers provide safety data for half their clinical trial participants for a median of two months after they get their second vaccination shot. The FDA's data request would make it exceedingly difficult, though not entirely impossible, for a vaccine to be cleared by Election Day, experts say.
The recommendation is a way of ruling out some vaccine-related side effects, such as spinal cord inflammation called transverse myelitis or blood clotting issues, several experts said.
At a vaccine forum Thursday, Peter Marks, the top FDA career official who oversees vaccine reviews, said those types of side effects, though rare, tend to occur 42 to 60 days after the second dose of a vaccination, according to a research note from analyst Geoffrey Porges.
If the guidance is derailed, it may have little practical effect on how the FDA reviews prospective vaccines. The agency can still seek the information it wants from the companies, and the firms have known for weeks what the agency is looking for. But jettisoning the guidance would hurt the agency's effort to build trust among scientists and members of the general public who are worried an emergency authorization might pose major safety risks.
"Whatever happens with the guidance itself is not likely to change what FDA expects to see for any given product," said Patricia Zettler, an Ohio State University law professor and a former associate chief counsel at the FDA. "Nevertheless, this is yet another deeply, deeply troubling sign of political interference undermining FDA's critical public health work."
As the debate over vaccines has heated up, and polls show mounting concerns, Trump and White House aides blame Democrats for hurting the public trust in vaccines. Yet Trump himself has repeatedly bragged about the fact that the vaccine is on track to be developed in record time.
"It is a danger to the American public that the radical Left in coordination with their friends in the media has decided to become anti-vaxxers," said White House spokesman Judd Deere. "A safe, effective, and proven vaccine will save lives and only win approval under the FDA's gold standard, not because of politics."
The politicization of the process is now coming from both parties. Citing Trump's denunciation of the FDA's proposed standard, New York's Democratic governor, Andrew Cuomo, said Thursday he would have state experts vet any FDA-cleared vaccine because he was "not going to trust the federal government's opinion."
Jason Schwartz, assistant professor at the Yale University School of Public Health, said Cuomo's announcement "may be well-intended, but setting up a state approval process would do more harm than good." State reviews of vaccines would "only add to confusion and uncertainty about these vaccines."
If the White House holds up or blocks the release of the FDA guidance, it will mark yet another instance of political interference in the delicate scientific and regulatory work of the nation's top health agencies. Trump has repeatedly clashed with the nation's top health agencies throughout the coronavirus response and undermined his health officials from the White House podium. Last week, for instance, he said Centers for Disease Control and Prevention Director Robert Redfield was "confused" when Redfield said a coronavirus vaccine would not be widely available until next summer or fall.
The president also undermined Hahn during a White House news conference Wednesday, after Hahn, in a Senate hearing, tried to reassure the public that any vaccine decision would be free of political interference.
When asked about the FDA's new guidance, Trump said he thought the new standards sounded "like a political move" and warned the White House might reject them. "I don't see why it should be delayed further," Trump said. "That is a lot of lives you're talking about."
The guidance initially seemed to move through the approval process as expected. On Tuesday, Health and Human Services Secretary Alex Azar and other top HHS officials were briefed and the FDA sent it to the White House later that day.
Inside the FDA, it was viewed as an elaboration upon guidance the FDA issued June 30, according to two senior administration officials who spoke on the condition of anonymity. That earlier guidance stated that to win regulatory approval, any coronavirus vaccine would have to prevent disease, or decrease its severity, in at least 50 percent of the people who receive it. It also said drug companies must monitor the vaccine's performance after approval for any emerging safety problems.
Later Tuesday, details of the guidance appeared in the press, including in The Washington Post, before it had received feedback or comments from the White House. Trump and White House aides were angered after they saw headlines - particularly one in the Drudge Report - that indicated the guidance could slow the vaccine timeline until after Election Day.
When Trump called Azar Wednesday afternoon to demand answers about the guidance, Azar said that Hahn was responsible for it and expressed frustration to the president - and later to other White House aides - that details had already appeared in the press, according to three people familiar with the call.
Also that afternoon, Meadows called Hahn and said the FDA had to provide "very detailed justification" on why the guidance required companies to do additional patient follow-up.
Joshua Sharfstein, a top FDA official in the Obama administration and now a Johns Hopkins University professor, said that by raising doubts about the integrity of the FDA, the president and his aides "are playing with matches. They could set fire to peoples' trust in the vaccine process."
He added that only the FDA, not the White House, has the expertise to determine what data is needed for approval or authorization. "This is a fight the president can't possibly win," he said. "There is no scenario where he says a vaccine is ready to go over the advice of the FDA, and anyone in their right mind wants to take it."
But Meadows, appearing on CNN Thursday, raised questions about the timing of the guidance. "I found it very interesting that we would actually have new guidance that came out just a few weeks before we're hopefully going to have some very good results on three clinical trials from some of these vaccines," he said.
He called it "last-minute" advice from the FDA "that may perhaps change the parameters of ongoing trials." Experts said the guidance would not change the design of trials; it simply explains the criteria by which the FDA would judge the data.
In a sign of concern about potential political interference, a group of prominent scientists and academics wrote to Pfizer's chief executive, asking him to delay an application for FDA authorization until at least late November. "A premature application would prolong the pandemic, with disastrous consequences," said the letter to Albert Bourla. It's 'now or never' for ex-Trump aides weighing speaking out
Elizabeth Neumann wrestled with the decision for weeks. She worried about the backlash, the impact it would have on her career, potential threats to her family.
But the former Department of Homeland Security official, who had resigned in April, reached a breaking point after President Donald Trump deployed Homeland Security agents to Portland, exacerbating tensions there. She decided it was worth the risk to speak out against Trump, whom she had come to view as a threat to the country.
Enough is enough," said Neumann, the former assistant secretary of counterterrorism and threat prevention. “People need to understand how dangerous a moment we are in.”
There are plenty of others weighing the same decision.
With just weeks left before the Nov. 3 election, now is the moment of truth for current and former Trump administration officials debating whether they, too, should step forward and join the chorus of Republican voices trying to persuade on-the-fence voters to help deny Trump a second term.
“It’s now or never," said Miles Taylor, former chief of staff at DHS, who has been working to recruit others to join the effort. In interviews, Taylor has accused Trump of routinely asking aides to break the law, using his former agency for explicitly political purposes, and wanting to maim and shoot migrants trying to cross the southern border.
“Those who witnessed the president’s unfitness for office up close have a moral obligation to share their assessment with the electorate," said Taylor, who launched the group REPAIR — The Republican Political Alliance for Integrity and Reform — to bring together concerned former officials.
A related group, Republican Voters Against Trump, has compiled nearly 1,000 video testimonials from Republicans across the country who want Trump out. Strategic director Sarah Longwell said her goal was to provide a "permission structure" to help wavering Republicans feel comfortable opposing Trump.
The effort, she said, grew out of research on “soft” Trump voters.
“While these voters disliked Trump intensely, they didn’t trust the media, they didn’t trust Democrats, they didn’t trust the leaks,” she said. “Who's a credible messenger? It was people like them.”
Other prominent “formers” have spoken out independently — or are considering it.
Former national security adviser John Bolton wrote a scathing book in which he said Trump “saw conspiracies behind rocks, and remained stunningly uninformed" on how to run the government. Former Defense Secretary Jim Mattis broke a self-imposed vow of silence in June with an op-ed slamming Trump's response to racial justice protests. He and former director of national intelligence Dan Coats also were quoted extensively in a new book by journalist Bob Woodward calling Trump dangerous and unfit for office.
But Mattis and Coats, like former White House chief of staff John Kelly and former national security adviser H.R. McMaster, have refrained from more explicit condemnations, often citing a “duty of silence” or a long tradition of military officials staying out of politics, according to people who've spoken with them.
Efforts to draw them out are ongoing. While former Homeland Security Secretary Kirstjen Nielsen appears disinclined to step forward, there are hopes that former Secretary of State Rex Tillerson might be persuaded to comment and that Coats might be urged to say more. And Kelly, a retired four-star general, is said to be on the fence and torn about the decision.
“I think that he loves his country and he wants to do what’s best for the country,” said Neumann, who served as Kelly’s deputy chief of staff at DHS and is hopeful he'll speak out, even as others don't think it will happen.
Officials like Kelly, with long careers and hefty pensions, would seem to have less to lose by doing so than more junior staffers like Olivia Troye, a former counterterrorism adviser to Vice President Mike Pence who last week joined the campaign against Trump and said she'd be voting for Biden.
In a video and interviews, Troye has accused Trump of mishandling the coronavirus and being more concerned about his reelection prospects than saving lives. The White House punched back with an aggressive attack campaign aimed at discrediting her through a barrage of statements, interviews and denunciations from the lectern in the White House briefing room.
“These are not profiles in courage, but these are profiles in cowardice,” White House press secretary Kayleigh McEnany said of Troye and Taylor, dismissing them as part of a “fringe club of, quote, ‘Never Trumpers’ who are desperate for relevancy."
Taylor said it was clear the White House was “coming after” those who speak out as a warning to others who are considering doing likewise.
“The White House knows if they show this is a very costly thing to do they will scare people from going forward," he said.
He added that while more people are still considering coming forward, the White House tactics have worked to some extent — dissuading one senior official who had been on the cusp of speaking out.
Rick Wilson, a longtime Republican strategist who co-founded the anti-Trump Lincoln Project, stressed that time is running out.
“There will be a cottage industry when Trump is out of office of people who say, ‘Oh, I fought from the inside, I fought the good fight, I kept so many bad things from happening.’" he said. "It doesn’t matter. There’s only one moment in time where it matters. And that’s now."
For Neumann, who describes herself as a conservative Christian and voted for Trump in 2016, the considerations were deeply personal, including what it might mean for her career in a city that puts a premium on loyalty.
"This is a town based on relationships,” she said. "And what we have done is, you know, usually not done in this town. Usually you stab people in the back and do it quietly. You do it as an anonymous source. You don’t actually put your name to it.”
Neumann is still out of work and notes that many companies fear making hires that might seem political. But she still said she's been pleasantly surprised by the response overall.
“It was more positive than I expected," she said, adding, “No serious threats, haven't had to call the police or anything, so that’s good.”
Anthony Scaramucci, who turned against the president last year after a short stint as White House communications director, has also been in discussions with those on the fence and is using every channel he can find to spread his message, including a new anti-Trump documentary.
“We have to keep the pressure on, and so for me it’s a multimedia approach. It’s radio, it’s podcasts, it’s Twitter, it’s television and it's movies," he said. “As a citizen all I've tried to do is provide a surgeon general’s warning. ... This guy is a threat to the institutions of democracy, and I worked for him and I think it’s important to send a signal to other people,” he said, that it’s OK to speak out.

A federal prosecutor has spoken out against Attorney General William Barr about his recent stances on the Mueller investigation and mail-in voting, saying that Barr has “brought sham” on the Department of Justice (DOJ).
Assistant U.S. attorney for the District of Massachusetts, James Hebert, said that he believes Barr is politicizing his department and acting as a mouth piece for President Trump.
“While I am a federal prosecutor, I am writing to express my own views, clearly not those of the department, on a matter that should concern all citizens: the unprecedented politicization of the office of the attorney general," Herbert wrote in letter for the Boston Globe Thursday.
"The attorney general acts as though his job is to serve only the political interests of Donald J. Trump. This is a dangerous abuse of power,” he continued.
Herbert explained that he was prompted to speak out following Barr’s talk at Hillsdale College earlier this month.
Barr made headlines for comments he made when asked about the constitutionality of coronavirus mandates created during the pandemic.
The AG said that he thought states should have allowed businesses to “adapt” and enforce their own rules rather than mass lockdowns.
“Putting a national lockdown, stay at home orders, is like house arrest," Barr said. "Other than slavery, which was a different kind of restraint, this is the greatest intrusion on civil liberties in American history."
But Herbert also took issue with Barr’s recently vocal stance on the validity of mail-in voting, his “misleading comments” in regards to the Mueller report and “his selective intervention in cases against political allies of the president,” likely referring to Barr’s intervention in Roger Stone’s case.
“William Barr has done the president’s bidding at every turn,” the federal prosecutor wrote.
“For 30 years I have been proud to say I work for the Department of Justice, but the current attorney general has brought shame on the department he purports to lead,” he added.

A majority of Americans think the next president should select Justice Ruth Bader Ginsburg's successor, a new Washington Post-ABC News poll shows.
Americans are not in favor, however, of increasing the number of Supreme Court seats to give the next president more influence over the court should the Senate approve President Trump's current nominee before Nov. 3, the poll conducted Sept. 21-24 found.
Of a random selection of 1,008 U.S. adults, 38% say Ginsburg's replacement should be nominated by Trump and confirmed by the current Senate, while 57% said the decision should be left to whoever wins the election.
At the same time, 54% of voters opposed increasing the number of seats on the nine-justice bench, while 32% were in favor of such a move. Twelve percent had no opinion.

The president on Friday is expected to roll out details of what the campaign is calling the “Platinum Plan,” which details “opportunity,” “security,” “prosperity,” and “fairness” for the Black Community.
“For decades, Democrat politicians like Joe Biden have taken Black voters for granted. They made you big promises before every election—and then the moment they got to Washington, they abandoned you and sold you out,” the president is expected to say Friday, according to remarks exclusively obtained by Fox News. “The Democrats will always take Black voters for granted until large numbers of Black Americans vote Republican.”
The president is expected to tout the plan as “a bold vision that we can and will achieve over the next four years.”
The president’s plan, according to the campaign, will increase access to capital in Black communities by almost $500 billion, help to create 500,000 new Black-owned businesses, and help to create 3 million new jobs for the Black community.
Fox News obtained a copy of the "Platinum Plan." It states that it will “prosecute the KKK and ANTIFA as terrorist organizations and make lynching a national hate crime.”
The president’s plan also vows to make Juneteenth a national holiday.
Meanwhile, the president is also expected to commit to working on a “Second Step Act,” and provide access to better jobs and training opportunities for those in Black communities.
The Platinum Plan also pledges to give Black churches the ability to compete for federal resources for their communities; bring better and tailored healthcare to address what the campaign called “historic disparities,” and advance home ownership opportunities and enhance financial literacy in Black communities.
As for educational opportunities, the president is expected to vow, in federal, state and local community partnerships to “close failing schools” to replace with “full school choice and education opportunity,” while continuing to protect Historically Black Colleges & Universities.
The president is also expected to pledge to increase the amount of Pell grants and allow for vocational employment and advance targeted apprenticeship and job training programs.
Trump is expected to slam his Democratic opponent Joe Biden, saying that the former vice president “is offering Black Americans nothing but the same, tired, empty slogans.”
“I stand here to offer you solutions,” Trump is epected to say, while adding that “no one in Washington politics today has done more to hurt Black Americans than Joe Biden.”
The president is also expected to vow to increase public safety in Black communities.
“Instead of fighting for public safety for these communities, the Democrats are attacking our police and empowering far-left rioters, looters, and anarchists,” Trump is expected to say. “In the Republican Party, we believe in protecting ALL black lives – including the unborn.”
He is expected to add that Republicans "believe that every child, of every race – born and unborn – is made in the Holy image of God. Republicans believe that all human life is sacred.”
“At no time before has there been a clearer choice between two parties, two visions, two philosophies, and two agendas for the future,” Trump will say.

Oregon police department removes thin blue line from patrol vehicles
An Oregon police department has announced the removal of thin blue line vinyl decals from its patrol cars, saying they have become a divisive symbol to some in the community.
The decals run along the sides of 29 Bend Police Department vehicles from door to rear. Work on removing them began last week.
Police Chief Mike Krantz said the blue line was originally meant to represent a blue horizon behind the mountain graphics on the patrol cars, but in light of recent events, that meaning was being interpreted differently, KTVZ reports.
"The intent of the blue line with the black background is, of course, for current law enforcement is the memorial, the ultimate sacrifice of giving your life and service of your community," Krantz told the station Thursday.
"Some community members view it as an important piece on our cars, others view it as a barrier between the police and the community, so it’s my role to evaluate that and look at how we can best serve the entire community," he said.
The station reported interviewing Bend resident Mikki Slaska, who said they understand why the decision to remove the blue line was controversial.
“Even if the symbol has been around longer than these protests have gone on, I think it’s been picked up by people for a different reason, and that seems like why they would take it away," Slaska said "Because it no longer stands for what it used to.”
On Facebook, the police department said, “the divisive use of the thin blue line symbol to fit a narrative unassociated with our department or what we stand for, has unintentionally created an ongoing divide between some members of our community and the police officers who serve them.”
“In the spirit of mending divide, being inclusive with the community we serve, and to continue to build trust within our entire community, our current and future vehicle graphics package will no longer contain a blue line,” it said.
The department said moving forward it would seek a new design that incorporates a way to honor first responders who died in service to their communities.

Some Minneapolis City Council members may regret pledge to dismantle police department: report
Residents have voiced concerns about rising crime and frustration with city's response civil unrest
Some members of the Minneapolis City Council may have regrets regarding the controversial pledge to dismantle the city's police department made after the death of George Floyd in May, according to a new report.
After conducting interviews with multiple council members who voted to approve the pledge, the New York Times' report reveals that the vow may not be as firm as previously thought.
Council member Andrew Johnson, who supported the pledge in June, told the outlet that he meant the words "in spirit,” not by the letter. Meanwhile, Council member Phillippe Cunningham said the language in the pledge was "up for interpretation.”
Council President Lisa Bender added that she believes the pledge "created confusion in the community and in our wards.”
Some relatively moderate council members, like Linea Palmisano, chose not to take the pledge, telling the Times that the council has "gotten used to these kinds of progressive purity tests."
In a text message obtained by the Times, Palmisano outright objected to the move.
“I’m not taking any pledge, if that means people throw bottles at me then fine,” Palmisano wrote.
Councilwoman Lisa Goodman, who also was not part of the nine who voted for the pledge, told Fox News that she has "no regrets about that then or now."
Meanwhile, younger council members like Alondra Cano and Jeremiah Ellison, who vowed on Twitter to "dismantle the Minneapolis Police Department" and "end the policing system," are sticking to it.
Cano reportedly warned in the text message chain that the pledge is "the only way to stop all the fighting and division.”
“There’s a give and take with this job,” Ellison added. “You definitely have to be willing to listen to your constituents. But you also cannot be leaderless in this role. And sometimes you have to be a little bit ahead of your time and be a little bit ahead of your constituency.”In addition to council members, Minneapolis Mayor Jacob Frey also expressed his doubts about the pledge.
“I think the initial announcement created a certain level of confusion from residents at a time when the city really needed that stability,” Frey told the Times. “I also think that the declaration itself meant a lot of different things to a lot of different people – and that included a healthy share of activists that were anticipating abolition.”
Both the mayor and the nine Minneapolis City Council members who supported the pledge did not immediately return Fox News' requests for comment.
The pledge was announced following the death of Floyd, a Black man who died in May after a White Minneapolis police officer knelt on his neck for nearly nine minutes.The latest revelations come as residents of Minneapolis' Southside voice concerns about rising crime in the area and frustration with the city's response to the ongoing civil unrest.
The city approved a plan on July 24 to move $1.1 million in funding from the police department to the Minneapolis Health Department for "violence prevention efforts."
The Minneapolis Public Health and Safety Committee on Thursday also released the beginning stages of a community safety plan that aims to find alternatives to police and policing activity through proposals such as mental health co-responder teams, domestic violence outreach and a violence prevention fund.
The committee told KARE 11 that community members will have the opportunity to make public comments on the plan on Oct. 8.

A New York Supreme Court judge has ordered a public inquiry into the case of Eric Garner, multiple sources report.
Garner died after being put in an apparent chokehold by NYPD Officer Daniel Pantaleo in 2014. A state grand jury at the time declined to indict Pantaleo, but the department fired Pantaleo in 2019 following a disciplinary hearing.
Now Judge Joan Madden has ordered a “summary inquiry” into the case, setting a hearing for Oct. 6, NBC News reported.
Garner’s family filed a petition in 2019 to find answers to a number of “unresolved factual issues” surrounding the aftermath and investigation into Garner’s death.
“Although the arrest and death of Eric Garner has received considerable attention in the press over the past six years, many facts relating to his arrest and death, and the investigations and any disciplinary actions taken in response to his death, have not been disclosed to the public or the family of Mr. Garner,” Madden wrote in her opinion, adding that she hopes to "bring transparency to the actions of public officials."
The inquiry will examine several allegations regarding how the city and police carried out the investigation, including the lack of immediate medical aid for Garner, alleged lies in a police report, the unauthorized release of Garner’s arrest record and the release of autopsy information by the city’s Office of Chief Medical Examiner.
The ruling potentially clears the way for Mayor Bill de Blasio and former NYPD Commissioner James O’Neill to be compelled to testify under oath over the handling of Garner’s death and the following investigation, according to the Gothamist.
Garner’s family also hoped to include FDNY Commissioner Daniel Nigro, but Madden did not grant that request.
In August, city attorneys asked Madden to dismiss the petition, Staten Island Live reported.
“There is no allegation that any named respondent unlawfully stopped Mr. Garner; used excessive force upon him; failed to intervene and stop the use of excessive force; made false statements on arrest reports; or failed to provide Mr. Garner with adequate medical treatment, nor could there be. They were not present,” law department attorney Stephen Kitzinger wrote.
Communities United for Police Reform called the ruling a “major win for transparency and basic civil rights.”
The ruling is part of civil litigation against city officials by Garner's mother, Gwen Carr, and sister, Ellisha Flagg, according to the Reporter. The family received $5.9 million in a 2015 settlement with the city.

Ex-Nazi Hunter Seeks US Entry Ban on Top Palestinian Official Teaching at Harvard Over Alleged Terror Incitement
A well-known Palestinian official is facing a potential legal challenge to his current role as an academic at Harvard University.
Saeb Erekat — the veteran chief negotiator for the Paestinian Authority (PA) and the secretary-general of the Executive Committee of the Palestine Liberation Organization (PLO) — was appointed as Fisher Family Fellow at the Future of Diplomacy Project housed at Harvard’s Belfer Center for Science and International Affairs for the 2020-21 academic year.
But one former American government official is seeking to hinder Erekat’s activities, arguing that he is an apologist for terrorism and therefore legally ineligible to enter the US.
In a letter to US Attorney General William Barr, Neal Sher — a former director of the Office of Special Investigations in the Department of Justice, which pursues Nazi war criminals — asserted that there was “an overwhelming amount of publicly available evidence” demonstrating that Erekat had both incited terrorism and used his public position to endorse it.
“Specifically, Erekat is the architect and most visible advocate and apologist for the so called ‘Martyrs Fund,’ a diabolical policy of the PLO which handsomely pays terrorists and surviving ‘martyrs’ families, including those of suicide bombers who were killed during their acts of terror,” Sher charged.
Erekat used “his position of prominence to endorse terrorist activity in a way that undermines United States efforts to reduce or eliminate terrorist activities,” Sher continued. “Accordingly, he is ineligible to enter the U.S. under Section 212 of the Immigration and Nationality Act.”
The Belfer Center’s website includes Erekat’s appearances on virtual Zoom seminars held for Harvard faculty and students.
The most recent seminar with Erekat on Sept. 17 focused on Palestinian reactions to the historic normalization agreements inked by Israel with the United Arab Emirates and Bahrain.
In May, Erekat appeared with former Israeli Foreign Minister Tzipi Livni on a seminar on Israeli-Palestinian peace efforts.

Вирус российских киберпреступников атаковал одну из крупнейших американских сетей госпиталей
Universal Health Services (UHS), один из крупнейших поставщиков медицинских услуг в США, подвергся нападению вируса-вымогателя. Об этом сообщает Techcrunch. По данным СМИ, вирусом является Ryuk, который связывают с российской киберпреступной группировкой Wizard Spider. Вирус заблокировал компьютеры и мобильные системы UHS.
Как сообщает сама UHS, в данный момент ее внутренняя сеть недоступна из-за технической неисправности, ведутся работы по ее восстановлению. Также провайдер заявил, что никакая информация о пациентах или работниках не попала в интернет. Недоступность сервисов вынудила работников на приеме заполнять документы с помощью ручек и бумаги. Под контролем Universal Health Services находится свыше 400 госпиталей, которые обслуживают миллионы пациентов в год.

"Техасская компания, продающая программное обеспечение, которое города и штаты США используют для отображения результатов в ночь выборов, на прошлой неделе подверглась атаке-вымогательству, еще одной из почти тысячи подобных атак за последний год против малых и больших городов, а также подрядчиков, управляющих их системами голосования", - пишет The New York Times.
"Многие из этих атак совершаются российскими преступными группами, и некоторые имеют теневые связи с разведывательными службами президента Владимира Путина. Но атака на Tyler Technologies, которая продолжилась в пятницу вечером попытками посторонних игроков войти в системы ее клиентов по всей Америке, была особенно впечатляющей менее чем за 40 дней до выборов", - говорится в статье.

"Когда в декабре прошлого года Министерство финансов США ввело санкции в отношении членов элитной российской киберпреступной группы, они обозначили лидера группы как сотрудника Федеральной службы безопасности России (...). Три года назад Министерство юстиции обвинило двух агентов ФСБ в тесном сотрудничестве с двумя киберпреступниками с целью взлома 500 млн учетных записей Yahoo. Российские агенты позволили киберпреступникам получить прибыль от атаки, при этом используя их доступ, чтобы следить за журналистами, диссидентами и американскими чиновниками".
"Между российским режимом и его киберкартелями действует pax mafiosa, - заявил Том Келлерманн, глава отдела стратегии кибербезопасности в VMWare, который входит в консультативный совет по киберрасследованиям в Секретной службе США. - К киберпреступникам в России относятся как к национальному достоянию, обеспечивающему режиму свободный доступ к жертвам атак-вымогательств и финансовых преступлений. А взамен они получают статус неприкасаемых".
"Это крышевание, - считает Келлерманн. - И это работает в обоих направлениях".

Police report 911 emergency call service outages in multiple states
The extent of the outage was not immediately clear.
Police departments in several states reported interruptions to 911 emergency call service on Monday night.
The Minneapolis Police Department said 911 lines "are not operational nationwide" but provided few other details. The issues extended to departments in many states, including Minnesota, Delaware, Arizona, Indiana, Colorado and Pennsylvania.
“ATTENTION: The 911 lines are not operational nationwide. This is for phone calls and text messaging. If you need police, fire or emergency medical assistance in Minneapolis, please call 612-348-2345. We will advise when this issue is fixed," the department said.
The Delaware State Police said its dispatch centers were experiencing a "state-wide interruption in service." Officials later released an update noting that service was restored.
"Delaware State Police Dispatch Centers are now operational and 911 calls are being received," Delaware State Police said in a statement. "If you call 911 and receive a busy signal or recorded message, callers are encouraged to text 911 and type your emergency in the message field or utilize the non-emergency telephone numbers."
The outage appeared to resolve itself within minutes in many locations.
The 911 outages drew immediate scrutiny from the Federal Communications Commission, the agency responsible for regulating communications services. FCC Commissioner Jessica Rosenworcel called for the situation to be investigated.
“The one system we need to work all the time is 911,” Rosenworcel wrote on Twitter. “The FCC needs to get to the bottom of this now and figure out what is going on.”
The cause of the service interruption was not immediately clear. However, the departments reported issues amid an ongoing outage impacting Microsoft 365 services, including Outlook and Office.
Earlier Monday evening, the city of Redmond, Washington noted city phone lines and email accounts were down due to the Microsoft 365 outage. Microsoft's headquarters are located in Redmond.

Poll: Voters divided over whether Supreme Court seat should be filled before election
Nearly an equal split, according to the new poll
Just days after President Trump nominated Judge Amy Coney Barrett to fill the seat vacated after the death of Justice Ruth Bader Ginsburg, a new Monmouth University poll found there to be a divide among voters when it comes to a president filling a vacant Supreme Court seat at the end of their term.
The poll, which was released on Monday, showed 47 percent approval for filling the seat, while 49 percent believe Trump should put his nomination to the high court on hold until after Election Day.
Public sentiment has shifted since the death of Justice Antonin Scalia in 2016. Back then 67 percent of the country thought the Senate should fully vet a nominee after he died, and only 39 percent of respondents wanted to see a delay.In addition, the poll showed 83 percent of Republicans wanting the process with Barrett to move forward, despite only 36 percent of GOP voters feeling this way back when Barack Obama was president.
Republicans have continued to push the narrative that because the Senate and White House were controlled by different parties in 2016, it was the will of the people to have friction within the divided government.
With the 2018 midterm elections increasing the GOP majority in the Senate, Majority Leader Mitch McConnell, R-Ky., said he felt justified in forging ahead with Barrett's nomination.
Only 16 percent of Democrats approve of considering a nominee at this time, although 74 percent felt that way in 2016 when their party's president controlled the executive branch.Independents were steady, with 48 percent saying a nomination late in the president’s term can -- and should -- be considered.

Woman plows car into Trump supporters; NY Times omits key detail
NPR managed to figure out that the victims were Trump supporters, while the Times did not
The New York Times and NPR covered the same story on Sunday when a liberal activist was caught on video plowing a car through a group of Trump supporters, but the liberal newspaper omitted a key detail that NPR and other outlets managed to divulge.
Tatiana Turner was charged with attempted murder and assault with a deadly weapon after she allegedly tried to plow through a group of pro-Trump demonstrators.
“A prolonged confrontation between Black Lives Matter and pro-Trump demonstrators outside Los Angeles turned violent Saturday, as someone drove a car through the pro-Trump group. The driver has been charged with attempted murder and assault with a deadly weapon,” NPR’s Matthews Schwartz wrote.
Police say the driver in Saturday's incident was a member of the so-called ‘Caravan for Justice,’ which organized the Black Lives Matter protest.”
Over at the Gray Lady, the same story had a remarkably different framing.
“A woman was charged with attempted murder after the car she was driving struck two people during a demonstration for racial justice in California that clashed with a counterprotest on Saturday, the authorities said,” Times reporter Marie Fazio wrote without ever mentioning that Turner targeted Trump supporters.
After mentioning the victim did not suffer life-threatening injuries, The Times reported that “it was unclear whether they were part of the Caravan4Justice group or the counterprotest group because both groups had converged at the time.”
But NPR’s report featured video that showed the victims were clearly Trump supporters, as many were waving flags and wearing Trump merchandise.
