Barr rips 'legal analysis' in Mueller report: 'It did not reflect the views of the department'
Attorney General Bill Barr said in an interview that aired Friday that he does not agree with "a lot of the legal analysis" inside Special Counsel Robert Mueller’s report and said it does “not reflect the views” of the Justice Department, the latest break between President Trump's attorney general and leader of the Russia probe.
In a sit-down interview with CBS News’ Jan Crawford, Barr was asked about the handling of his initial four-page summary of Mueller’s report, which he shared in late March. Barr and former Deputy Attorney General Rod Rosenstein said they determined that the evidence found in Mueller’s probe was not sufficient to charge the president with an obstruction of justice offense.
“We didn’t agree with the legal analysis, a lot of the legal analysis in the report,” Barr said. “It did not reflect the views of the department. It was the viewpoint of a particular lawyer or lawyers, so we applied what we saw was the right law.”
Speaking of Mueller's findings on obstruction, Barr said, “The bottom line was that Bob Mueller identified some episodes. He did not reach a conclusion. He provided both sides of the issue. And his conclusion was he was not exonerating the president, but wasn’t finding a crime either.”
Barr’s comments come after Mueller made a rare public appearance this week—his first and only in his tenure as special counsel. Mueller announced that the investigation was officially complete and that he was resigning from the Justice Department to return to private life.
Mueller detailed the findings of the report, stating that there was “no evidence” of a conspiracy related to Russia colluding with members of the Trump campaign during the 2016 presidential election, and explained his investigatory decisions related to his inquiry on whether the president obstructed justice.
“If we had had confidence that the president clearly did not commit a crime, we would have said that,” Mueller said Wednesday at the Justice Department. “We did not determine whether the president did commit a crime.”
Mueller explained the longstanding Justice Department policy, which states that a sitting president cannot be charged with a crime, and added that “charging the president with a crime was not an option we could consider.”
“We concluded that we would not reach a determination one way or the other about whether the president committed a crime,” Mueller said. “That is the office’s final position.”
But Barr told CBS News that he felt Mueller could have come to an official conclusion on the inquiry.
“I personally felt he could’ve reached a decision,” Barr said. “The opinion says you cannot indict a president while he is in office, but he could’ve reached a decision whether it was criminal activity, but he had his reasons for not doing it, which he explained.”
Barr added: “I am not going to argue about those reasons but when he didn’t make a decision, the Deputy Attorney General Rod Rosenstein and I felt it was necessary for us as heads of the Department to reach that decision.”
This week, Mueller also said that while the Office of Legal Counsel (OLC) opinion blocks a president from indictment while in office, “the Constitution requires a process other than the criminal justice system to formally accuse the president of wrongdoing.” Some on the left took that as a green light to ramp up talks about impeachment proceedings against the president.
When asked if he thought Mueller was suggesting Congress could be the “venue” to hold the president accountable, Barr said he was “not sure.”
“Well, I’m not sure what he was suggesting,” Barr said in in the interview. “You know, the Department of Justice doesn’t use our powers of investigating crime as an adjunct to Congress.”
Barr also responded to Mueller’s announcement this week that, despite negotiations with top congressional committees, he does not plan to testify in public or private.
“It’s up to Bob, but I think the line he’s drawing, which is he’s going to stick to what’s in the report, is the proper line for any department official,” Barr said.

Special Counsel Robert Mueller outlined several crimes in his report but didn't offer a conclusion on obstruction because his boss was unlikely to permit prosecution.
Judge Andrew Napolitano made those claims Thursday on "Special Report," adding he sees evidence President Trump allegedly broke the law.
"I think the reason Mueller did not come to a conclusion on obstruction of justice is not because the evidence wasn't there - it's there, there are ten crimes outlined," he claimed. "The reason is because he knew that the attorney general would never give him permission to [indict]."
"[Mueller] is a soldier. He is a Marine. He does not want to challenge and take on his boss publicly."
Napolitano added he believed Trump could have been indicted if he were not the president.
But, he said the Office of Legal Counsel opinion advising against presidential indictments is just that - an opinion.
"As far as the OLC - Office of Legal Counsel - opinion, it is an advisory opinion issued in October 2000," Napolitano said. He added a month after the opinion was issued, then-President Bill Clinton was charged with obstruction of justice.
Host Bret Baier asked the Fox News senior judicial analyst how long it has been since Mueller personally concluded he wasn't going to bring an obstruction of justice case.
"And, how long did [he] know that there was no collusion?" Baier asked.
Napolitano said he believed Baier's questions would be at the forefront of any congressional questioning of Mueller.
He claimed the House Judiciary Committee could possibly subpoena Mueller soon, and that ranking member Rep. Doug Collins, R-Ga., would likely echo Baier's questions.

President Trump's one-time attorney asked Michael Flynn's lawyer for a "heads up" if the former national security adviser intended to give Special Counsel Robert Mueller information damaging to the commander-in-chief, according to a transcript of a voicemail released Friday.
In the November 2017 phone call, John Dowd said the president was sympathetic to Flynn, whose legal team had just severed a joint representation deal with Trump's attorneys. Flynn went on to cooperate with Mueller's investigation into Russian election meddling in the 2016 presidential election.
“I understand that you can’t join the joint defense; so that’s one thing. If, on the other hand, we have, there’s information that … implicates the president, then we’ve got a national security issue, or maybe a national security issue, I don’t know … some issue, we got to — we got to deal with, not only for the president, but for the country. So … uh … you know, then-then, you know, we need some kind of heads-up,” Dowd said, according to the transcript.
Federal prosecutors released the transcript in a court filing. Flynn, who pleaded guilty last year to lying to federal investigators about contacts with Russians and is awaiting sentencing, said the call was an effort to obstruct his cooperation with Mueller’s probe.
Dowd, who also said on the voicemail that Trump's warm feelings toward Flynn "still remain," resigned as Trump’s lead attorney in March 2018. On Friday, Dowd denied that the voicemail was a bid to obstruct Flynn’s cooperation.
“During the joint defense relationship, counsel for the president provided to Flynn’s counsel documents, advice and encouragement to provide to SC [the special counsel] as part of his effort to cooperate with the SC,” Dowd said in a statement. “SC never raised or questioned the president’s counsel about these allegations despite numerous opportunities to do so.”
The voicemail is believed to be the one referenced in the Mueller report and was directed to Flynn's attorney, Rob Kelner. It was left the same day Flynn pulled out of the joint agreement with Trump's legal team, a sign that he was going to cooperate with prosecutors.
In a related development, the Justice Department resisted Judge Emmett Sullivan’s order to produce transcripts of Flynn’s calls with Russian officials, including former Russian ambassador Sergey Kisylak.
Flynn later admitted that he lied to investigators about his communications with Kisylak.
Prosecutors said they didn’t need to submit those transcripts because it is not part of his sentencing record.
“The government further represents that it is not relying on any other recordings, of any person, for purposes of establishing the defendant’s guilty or determining his sentence, nor are there other recordings that are part of the sentencing record,” prosecutors wrote.

House Judiciary Committee Chairman Jerrold Nadler said Friday “there certainly is” justification for Congress to begin impeachment proceedings against President Trump, but said it was critical for the American public to agree before launching the process.
During an interview on WNYC, Nadler, whose committee would lead impeachment proceedings, cautioned the move, noting the importance of having the American public on board first.
“Impeachment is a political act, and you cannot impeach a president if the American people will not support it,” said Nadler, D-N.Y. “The American people, right now, do not support it because they do not know the story. They don’t know the facts.”
Nadler added: “We have to get the facts out. We have to hold a series of hearings, we have to hold the investigations.”
Nadler also vowed to hold televised hearings to “have a dialogue with the American people so people can make informed decisions and know what’s going on.”
“It’s very important that [Special Counsel Robert Mueller], to a television audience and to the American people, state [his findings] and answer questions about it, even if there is no new information,” Nadler said.
Nadler’s comments come after Mueller made a rare public appearance Wednesday—his first and only during his tenure as special counsel. Mueller announced the Russia investigation was officially closed, and his resignation from the Justice Department, and intention to return to private life.
Despite Nadler’s comments Friday, though, Mueller said he did not plan to testify before any congressional committees.
“I hope and expect this to be the only time I will speak to you on this matter,” Mueller told reporters Wednesday. “No one has told me whether I can or should testify or speak further about this matter.”
“There has been discussion about an appearance before Congress,” he continued. “Any testimony from this office would not go beyond our report. It contains our findings and analysis, and the reasons for the decisions we made. We chose those words carefully, and the work speaks for itself.”

President Donald Trump’s Treasury secretary and top trade advisor opposed his surprise plan to impose new tariffs on Mexican imports, according to a source close to the White House who said the idea was pushed by immigration hawk Stephen Miller.
The announcement came as Trump was “riled up” by conservative radio commentary about the recent surge in border crossings, according to the source.
Trump made the announcement Thursday night on Twitter. He said he will impose 5% tariffs on all Mexican imports starting June 10 and escalate them to 25% “until such time as illegal migrants coming through Mexico, and into our Country, STOP.”
Anticipation that the tariffs combined with an escalating U.S.-China trade war could cool global growth sent equities sharply lower Friday, with the major U.S. indexes off by 1% in afternoon trading.
The opposition by Treasury Secretary Steve Mnuchin and U.S. Trade Representative Robert Lighthizer marked a rare moment of unity from two top administration officials with starkly different economic ideologies.
Miller’s role was confirmed by the source close to the White House and a person briefed on the matter.
Trump’s move was announced as the administration’s most prominent free-trade advocates — including economic aide Larry Kudlow and Vice President Mike Pence — were not around to argue against it. Pence was in Canada on Thursday. Kudlow, a former CNBC contributor, was undergoing surgery for a hip replacement, according to three sources.
Lighthizer’s opposition to the tariffs was earlier reported by The Wall Street Journal.
“Lighthizer is not happy,” an unnamed administration official told the paper.
A White House spokesperson did not respond to a request for comment. Jeff Emerson, a USTR spokesperson, said Lighthizer supports Trump’s strategy.
Peter Navarro, a White House economic advisor, told CNBC earlier Friday that Trump’s threat of new tariffs came in response to Mexico’s “export” of “illegal aliens.”
“Look at what we are trying to do. This is actually a brilliant move by the president to get Mexico’s attention, to get them to help us, because so far they have just been standing by,” Navarro said.

Wall Street is no fan of Tariff Man.
The stock market stumbled Friday to its first losing month of 2019 in May, primarily due to President Donald Trump's decision to broadly wield his tariff powers, first against China over trade and then against Mexico over immigration.
During stocks' month-long slide investors wrestled with the potential impact that the U.S.'s escalating trade war with China could have on corporate and economic growth. Friday's losses came after Trump announced plans via Twitter to impose tariffs on Mexico in a bid to compel the nation's third-biggest trading partner to crack down on migrants attempting to enter the U.S.
The move shocked investors and spurred a broad sell-off that sliced more than 350 points from the Dow Jones Industrial Average. The selling left the benchmark S&P 500 index 6.6% lower for the month, and up 9.8% for the year so far.
"Clearly the markets were blindsided and completely caught off guard," said Cliff Hodge, director of investments for Cornerstone Wealth.
It was only a month ago that the S&P 500 hit a record high and underlined its claim as the longest bull market for stocks on record, at more than a decade long. The market had climbed steadily through 2019 amid rising investor confidence that a deal with China was at hand and that the Federal Reserve would not tip the economy into recession by raising interest rates too aggressively.
But when the first weekend of May arrived, Trump's tweet threatening more tariffs on China upended months of calm in the market. Investors are now preparing for a much longer and messier resolution to the global trade war than they were expecting just a few weeks ago.
The trade conflicts have also clouded the global economic outlook, with many economists now forecasting U.S. growth to weaken in the coming months. That's likely to weigh on corporate profits this year.
"What you had over the last few days really is an increase in global uncertainty, and the economic data has been poor and weakening," said Tom Martin, senior portfolio manager with Globalt Investments. "With rising costs as a result of tariffs and rising uncertainty, that's definitely going to have a damper on earnings."
The S&P 500 index fell 36.80 points, or 1.3%, to 2,752.06. It's the first time the S&P 500 has dropped for four straight weeks since autumn 2014.
The Dow lost 354.84 points, or 1.4%, to 24,815.04. The Nasdaq slid 114.57 points, or 1.5%, to 7,453.15. The Russell 2000 index of smaller companies gave up 20.04 points, or 1.4%, to 1,465.49.
Major stock indexes in Europe also fell.
"You had a market that was feeling as though President Trump would want to do a deal so that the economy would not be hurt," said Martin. "And now the behavior is indicating that he will use (tariffs) to accomplish his goals and seems less concerned about the actual economic impact."
Since the end of April, investors have sought out safer investments like utilities and bonds. Technology stocks, which led gains all year, were among the month's biggest losers. The technology heavy Nasdaq shed 7.9%, while technology companies within the S&P 500 lost 8.9%.
Utilities, which have lagged the market, fell only 1.3% in May, making them among the month's best performers. Meanwhile, real estate stocks posted a 0.9% gain, the only winners this month.
The new tariffs on Mexican goods shocked investors who were already nervous about a global trade war crimping economic growth.
The new front in the trade war hit automakers particularly hard. Many of them import vehicles from Mexico. General Motors slid 4.3% Friday, while Fiat Chrysler dropped 4.8%. Ford Motor lost 2.3%.
Banks also declined as higher bond prices pushed yields lower. The yield on the 10-year Treasury note slid to 2.13% from 2.22% late Thursday.
Investors have been shifting money into bonds over concerns that economic growth will be crimped by the ongoing trade war. Lower bond yields drag down interest rates, making lending less profitable for banks. Citigroup fell 2.3% and Bank of America lost 2.1%.
Energy companies sank following another broad slide in oil prices. Occidental Petroleum fell 4.1% and Valero Energy dropped 3.4%.
Investors have been fleeing to safer holdings all month. The shift to utilities and bonds quickened earlier in May after the U.S. and China broke off negotiations. The U.S. then pushed more tariffs on Chinese goods along with a ban on technology sales. That prompted retaliatory tariffs from China and threats over other key resources.
While the U.S. economy grew at a solid 3.1% annual rate in the January-March quarter, many economists now think growth is likely to weaken in coming months. They cite a range of threats facing the U.S. economy, including escalating trade conflicts, more cautious spending by consumers and businesses, and a global economic slowdown.
On Friday, a report showed China's factory activity slowed in May as the trade war between Washington and Beijing escalated.
Economists say China may be drawing up its own list of retaliatory targets among U.S. companies. The worry is that a trade war fought on multiple fronts around the world will be a drag on corporate profits and on a U.S. economy that's been supported by a solid job market.
That worry pulled the yield on the 10-year Treasury note to its lowest level since the summer of 2017. That's left long-term Treasury yields below some short-term yields, an unusual occurrence that many investors see as a warning sign of recession.
Investors are also raising their bets that the Federal Reserve will need to cut interest rates later in 2019 to help the economy, less than a year after it had been raising rates to get them closer to normal.
"The fact that the president is willing to use tariffs as a weapon can really cause damage to business confidence," Hodge said. "You've got to be wondering, who's next?"
Energy futures closed broadly lower Friday. Benchmark U.S. crude tumbled 5.5% to settle at $53.50 a barrel. Brent crude oil, the international standard, closed 3.6% lower at $64.49 per barrel.
Wholesale gasoline slid 4.1% to $1.80 per gallon. Heating oil dropped 3.8% to $1.84 per gallon. Natural gas gave up 3.7% to $2.45 per 1,000 cubic feet.
Gold gained 1.4% to $1,311.10 per ounce, silver added 0.5% to $14.57 per ounce and copper fell 0.5% to $2.64 per pound.
The dollar fell to 108.41 Japanese yen from 109.55 yen on Thursday. The euro strengthened to $1.1171 from $1.1135.

The powerful U.S. Chamber of Commerce is mulling its legal options in response to the duties, the group’s senior vice president of international affairs, John Murphy, told reporters Friday. Murphy said the group has no choice but to look into every option to push back against the tariff policy.
Business groups more broadly are discussing the possibility of suing the White House, a source told CNBC. A decision on how to proceed is expected by Monday.
While top business organizations have repeatedly slammed tariffs Trump levied on trading partners such as Mexico, Canada and China, a lawsuit would mark a major escalation in their opposition to White House trade policy.
A White House spokesman said in a statement that Trump is “taking action within his authority to protect our national security.”
“Industry should be in communication with their counterparts in Mexico to encourage the Mexican government to work with the administration and stave off the dangerous crisis at our southern border as quickly as possible,” the spokesman added.
On Thursday night, the president announced the U.S. would put 5% tariffs on goods from Mexico starting June 10. The Trump administration says it hopes the duties will force America’s southern neighbor to curb illegal immigration — though Trump cited manufacturing jobs and trade deficits as motivation for the tariffs in Friday tweets. The White House said the duties would gradually rise to 25% by October 2019.
The surprise announcement Thursday sent U.S. stock markets tumbling Friday. Major U.S. indexes were down 1% in midday trading.
The tariff plan also raised fears about whether the U.S., Mexico and Canada can ratify the United States-Mexico-Canada Agreement. Trump sees the replacement of the North American Free Trade Agreement as a top political and economic priority ahead of his 2020 reelection bid.
The duties could damage key U.S. industries such as auto manufacturing, and crucial 2020 electoral states such as Arizona, Michigan and Texas could feel particularly sharp pain from the tariffs.
The Chamber of Commerce’s Murphy said the tariffs are a new obstacle for ratification of the USMCA.

Ожидается, что председатель КНР Си Цзиньпин и президент США Дональд Трамп проведут двустороннюю встречу на полях саммита G20, который пройдет в Осаке 28-29 июня. Предполагается, что в ходе встречи лидеры могут обсудить торговые споры между странами, однако китайская сторона не ожидает серьезного прорыва по этому вопросу.
Под ограничения США попали электроника, авиационные части, комплектующие для спутников, медицинское оборудование, отдельные виды стали, лекарства. Китай в ответ ограничил аналогичный объем американского экспорта в Китай. В список товаров, которые начали облагаться пошлинами в 25%, вошли автомобили, самолеты, сельскохозяйственные товары и химическая продукция.
В общей сложности повышенные тарифы действуют примерно на половину всех ввозимых из Китая товаров стоимостью 250 млрд долларов в год и примерно на 90% импорта из США в Китай, что составляет 110 млрд долларов в год.

Китайские СМИ и социальные сети призывают граждан страны к «народной войне» с Америкой
На интересную тенденцию обратил внимание блогер Алексей Колосков:
«Сегодня на глаза попалась интересная новость. Так власти Китая просит государственные СМИ тщательно выбирать выражения при освещении надвигающейся длительной торговой войны с США.
Это неспроста, ибо в китайских СМИ и социальных сетях антиамериканские настроения бьют все рекорды...
Последней каплей терпения для китайцев стали наезды амеров на Huawei. Почти сразу после этого редакция государственной китайской газеты The Global Times призвала своих читателей к «народной войне» с США.
Этот призыв тут же подхватили в социальных сетях. Появились призывы полностью бойкотировать все американские товары и покупать смартфоны Huawei. Отдельного внимания заслуживает организованная компания против Apple.
В этом же тренде стал действовать и китайский бизнес. Руководство китайской компании Mengpai Technology пригрозил штрафовать своих работников, а покупку iPhone на всю сумму их стоимости. Также сотрудникам запрещено покупать офисное оборудование и американские автомобили.
Это порыв поддержали и другие компании. Так в некоторых компаниях сотрудников могут уволить, если они будут продолжать пользоваться айфонами.
Также для китайских сотрудников действуют запреты на посещение популярных заведений McDonald’s и KFC.
В социальных сетях набирает популярность песня «Торговая война», в которой есть такие слова:
«Китайцы живут тысячи лет — и тысячи лет объединяются против общего врага, — говорится в песне. — Мы ничего не боимся, вступая в торговую войну. Если враги развязывают войну, то и у нас хватит духа им ответить. Если противник осмелится нанести удар, правительство и народ, объединившись, выступят ему навстречу. Если противник осмелится нанести удар, дипломатия и экономика ответят ему. Если зачинщик осмелился нанести удар, то и мы ударим так, что у него закружится голова, и искры полетят из глаз».
Такие настроения в китайском обществе на самом деле вредят китайским властям. У них не остается шансов для компромиссов на переговорах с американцами. Официальный Пекин будет вынужден идти на поводу у общественности и действовать на переговорах жестче. А любое смягчение позиции может трактоваться как поражение.
Сейчас многие, наверняка, напишут комментарии, что китайцы молодцы и они реально еще покажут Штатам, где раки зимуют.
Но не кажется ли вам, что такое поведение не присуще тем странам, которые хотят быть лидерами на мировой арене? И данная истерия, на самом деле, немного пугает. Она вам ничего не напоминает?»

Пекин решил защитить свои интересы на фоне давления США на Huawei
Министерство торговли Китая в пятницу объявило о планах создать список «ненадежных» иностранных компаний, организаций и физических лиц, которые угрожают «законным правам и интересам» китайских компаний. Пекин пошел на этот шаг на фоне торгового конфликта с США и вскоре после того, как Вашингтон усилил давление на ведущего производителя телекоммуникационного оборудования Huawei.
Некоторые иностранные организации нарушают рыночные нормы и контракты, блокируют китайские компании и ломают цепочки поставок китайских компаний в «некоммерческих целях», заявил представитель министерства торговли Гао Фэн. Китай пока не сообщил, какие именно компании попадут в этот список и какие последствия их будут ждать, но пообещал скоро предоставить больше информации.

Торговый конфликт грозит превратиться в новую холодную войну
"Китай превращается в сильного конкурента США - спор о торговле и технологическом господстве обостряется. Роль Европы в нем опасна", - пишет немецкое издание Handelsblatt.
"В мире Дональда Трапа враги США превращаются в друзей пожатием руки. Но так же быстро они могут снова впасть в немилость, что случилось и с президентом Китая Си Цзиньпином", - отмечают авторы статьи Ша Хуа, Аннетт Майритц и Доната Ридель.
Введение Трампом новых ввозных пошлин ознаменовало начало новой эскалации в борьбе США и Китая за мировое господство. "Вскоре последовали ответные пошлины со стороны Пекина. С тех пор, как Трамп внес в черный список телекоммуникационный концерн Huawei и тем самым запретил американским компаниям сотрудничать с прежним партнером, отношения между странами заморозились. (...) Переговоры все еще ведутся, однако шансов на примирение становится все меньше", - говорится в статье.
"Торговый спор давно превратился в инструмент конфликта, который имеет намного более глубокие корни, нежели протекционизм", - говорит Джонатан Хиллманн, эксперт по Азии из Центра стратегических и международных исследований. "Торговая война - это симптом борьбы старой мировой державы США против вновь стремящегося к статусу мировой державы Китая", - указывает издание.
"В конфликте давно размылись границы между геополитикой, экономической политикой и политикой безопасности, - отмечают авторы статьи. - А Европа может оказаться раздавленной в этом противостоянии. В США уже давно произвел фурор анализ гарвардского политолога Грэхама Аллисона, сравнившего отношения двух стран с ситуацией перед Пелопоннесской войной".

"Подъем Китая нельзя не заметить. Еще в 1978 году 90% населения жили за чертой бедности. Сегодня Китай - вторая по величине экономика мира и страна с крупнейшим средним классом. Технологическое отставание от Запада уменьшилось. Примером здесь служит Huawei: в развитии мобильных сетей 5G ни один из его соперников не сможет конкурировать с ним в скорости и цене. В создании электромобилей Китай, кажется, уже обогнал автопром Германии. А по количеству патентов Китай в 2018 году лишь немного отставал от рекордсмена США", - подчеркивает издание.

США, в свою очередь, приняли при Трампе самую агрессивную ядерную стратегию за последние десятилетия, угрожая в ней возмездием Китаю и России. Правительство США не останавливается даже перед явным расизмом. Ситуация опасна потому, что США впервые имеют дело "с действительно иной цивилизацией", заявила Кирон Скиннер, директор по политическому планированию Госдепа США. Китай, по ее словам, является первой "не кавказской державой", то есть первой не белой державой. "Поэтому мы сейчас работаем над статьей Х для Китая". "Статья Х была ключевым документом холодной войны, в котором США в 1947 году поставили себе целью сдерживание Советского Союза", - поясняет издание.
В центре конфликта, продолжают авторы статьи, оказался концерн Huawei. Многочисленные компании, в том числе Google или Qualcomm, уже ограничили свое сотрудничество с концерном. "Наблюдатели опасаются, что происходящее может и вовсе привести к "железному занавесу" в технологическом секторе и укрепить Китай в стремлении создать технологическую автаркию".
"Союзники США по всему миру, поддерживающие хорошие отношения с Китаем, вынуждены занять позицию в борьбе гигантов. Общий опыт с закрытыми рынками, вынужденным трансфером технологий и государственным вмешательством в конкуренцию в Китае позволяют европейцам сблизиться с США - несмотря на Трампа, несмотря на экономическую значимость Китая", - отмечает издание.
"Конфронтация двух держав давно занимает и политиков в сфере безопасности. С подозрением НАТО фиксирует присутствие китайской армии в Средиземном и Балтийском морях. Нет, в регионах НАТО от Китая не исходит никакой опасности, рассуждают эксперты НАТО, желающие остаться анонимными. Но кто знает, какой будет ситуация через 10 или 20 лет, если Европа будет предоставлять Китаю все больше портов?", - задается вопросом Handelsblatt.
"Если Китай будет инвестировать все больше средств в порты и инфраструктуру Европы, у него появится возможность в чрезвычайной ситуации заблокировать передвижение войск. Это то, что должно насторожить НАТО", - считает Андреа Кендалл-Тейлор, эксперт из Центра новой американской безопасности.
"Параллельно с ростом ВВП Китай систематически повышал и свои оборонные расходы, увеличив их в 2018 году до 250 млрд долларов США. (...) Пока в противостоянии экономических гигантов США и Китая военная эскалация представляется маловероятной, однако она не исключена - в свете наращивания обеими сторонами военного потенциала в Южно-Китайском море", - указывают авторы статьи.
"Какую позицию в этой новой холодной войне двух крупных держав должна занять Европа? Пока обе стороны Атлантического океана объединяет фундамент западных ценностей. (...) "В плане содержания мы в Германии разделяем многие заботы США, когда речь идет о нечестных действиях Китая. Например, в вопросах доступа к рынку, интеллектуальной собственности и дискриминации путем регулирования", - говорит Нильс Аннен, государственный министр в МИД Германии. Однако совместные действия с США усложняются противоречивым обращением Трампа со своими партнерами. С одной стороны, США настаивают на сотрудничестве, с другой - отталкивают от себя союзников".
Соперничество США и Китая в разных сферах взаимосвязано, подчеркивает эксперт по Азии Джонатан Хиллманн. По его мнению, крайне важно заключить мир в торговой войне. "Чем меньше экономическая связь между странами, тем ниже барьер на пути к конфликту", - отмечает он.
"Предостерегающие голоса слышны и в Китае. "Мы сможем справиться с разногласиями, только если сами станем более открытыми и инициируем больше реформ", - говорит Ван Йиси, профессор международных и стратегических исследований Пекинского университета. Добьются ли предостерегающие голоса признания, пока еще далеко не ясно", - резюмирует Handelsbslatt.
